To perform a wide variety of non-sworn technical and administrative law enforcement support services, such as parking enforcement, traffic control, evidence collection and report writing; responsible for handling a variety of non-suspect calls for service received by the police department. This position is for the Police Department and requires a thorough background investigation, polygraph, and a pre-employment medical exam to be completed on each final candidate, prior to appointment.

ABOUT THE POSITION:

Community Services Officers (CSOs) play an integral role in the Police Department. They take crime reports, investigate traffic collisions, and tow abandoned vehicles among many other law enforcement support duties.

CSOs are assigned to a patrol shift team and work closely with Police Officers, in a uniformed capacity. Candidates are provided an opportunity to gain valuable, practical experience which is an excellent stepping stone for those considering a career in law enforcement.

WORKING CONDITIONS:

The nature of the work may require incumbents to work outdoors in all weather conditions including wet, hot and cold; may be exposed to noise and other environmental factors. Required to operate motorized vehicles, law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

Incumbents may encounter angry and difficult people. Work will involve shift work, including nights, weekends, and holidays.

PHYSICAL DEMANDS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and retrieving and entering data using a computer keyboard.

Near/far vision and acute hearing is required when providing phone, dispatch and personal service. The need to lift, drag, and push files, paper, documents and miscellaneous items weighing up to 50 pounds is also required.

DISTINGUISHING CHARACTERISTICS:

Community Services Officer (CSO) I is the entry-level class of the series. Initially under close supervision, incumbents learn Police Department and City policies and procedures.

As experience is gained, there is a greater independence of action within established guidelines. This class is alternately staffed with CSO II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualifications of the higher level classification.

SUPERVISION RECEIVED/EXERCISED:

Receives direction from the on-duty supervisor. Incumbents in this class do not routinely exercise supervision

Minimum Qualifications

Community Services Officer I -

  • Education equivalent to the completion of the twelfth grade is required.

  • One (1) year of work experience involving public contact or customer service, or volunteer experience in a municipal law enforcement agency is required.

REQUIRED LICENSES AND/OR CERTIFICATES:

  • Possession of a valid California Class C driver's license is required.

Perform a wide variety of non-sworn technical and administrative law enforcement support services, such as parking enforcement, traffic control, evidence collection and report writing.

Respond to a variety of non-suspect calls for service which may include cold burglaries of vehicles, homes and businesses, traffic collisions, thefts, stolen vehicles, missing persons, or vandalism.

Gather, record, maintain, retrieve and distribute law enforcement data and information.

Prepare routine and non-hazardous reports, including those involving lost and found property, burglary, collisions, stolen property and missing persons.

Perform traffic control duties including initial and follow-up traffic collision investigations, vehicle abatement, parking enforcement and hazard removal, direct traffic at special events or emergency situations.

Issue parking citations and tow abandoned vehicles; perform citation signoffs.

Enter and retrieve information from a variety of state and local automated systems; validate selected records from the Department of Justice files, including vehicles, boats and missing persons.

Assist officers in witness and/or crime scene searches; interview crime victims; perform basic crime scene investigation.

May conduct initial crime scene investigation, including the collection, processing, preservation, recording and storing of fingerprints, fibers, blood and related physical evidence.

Testify in court as required.

Assist in handling complex and difficult situations involving the interpretation of regulations and operating procedures.

Assist with and participate in crime prevention, community outreach and public education programs; may serve as department representative to community organizations.

Establish positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public.

Perform other duties assigned.

Knowledge & Abilities

Knowledge of:

Standard and complex law enforcement information, communications and record keeping terminology, practices and procedures.

Location of major streets, public places and landmarks in the City of Fairfield.

Modern office equipment, including FAX machines, multi-line telephone systems, dispatch and communications systems, computers and applicable software.

Proper English, spelling and grammar.

Methods of providing services and information.

Applicable federal, state, and local laws, codes and regulations, including evidence handling protocol and the Public Records Act.

Automated law enforcement information systems and procedures.

Methods and techniques for record keeping.

Ability to:

Perform a variety of complex assignments with speed and accuracy.

Remain calm under urgent or emergency situations.

Demonstrate a full understanding of applicable policies, procedures and work methods associated with assigned duties.

Operate standard office equipment, including a computer.

Work independently and use good judgment.

Work flexible hours, including evenings and weekends.

Organize and prioritize work assignments.

Apply applicable laws, codes and regulations.

Communicate clearly and concisely, both orally and in writing.

Properly interpret and make decisions in accordance with laws, regulations and policies.

Establish and maintain effective working relationships.

THE SELECTION PROCESS:
