The City of Pacifica is a beautiful community located on the coast, just south of San Francisco and is framed by the ridges of the Coast Range on the east, Montara Mountains on the south and the Pacific Ocean on the west. Rich in history, Pacifica is a quiet, family-oriented community. The population is approximately 40,028 with an area of 12.6 square miles.
The City operates under the Council-Manager form of government. Legislative authority is vested in a five member City Council elected by districts for four-year terms.
The City employees approximately 165 full-time and 120 part-time and seasonal employees in the following departments: City Attorney's Office; City Manager's Office; Finance; Fire; Human Resources; Parks, Beaches and Recreation; Planning and Economic Development; Police and Public Works.

COMMUNITY SERVICE OFFICER
This is a Full Time, non-sworn, recruitment.
Under direction of a Division Commander and supervision of a Sergeant, relieves sworn police personnel from a variety of non-hazardous tasks and responds to service calls of a non-felonious and non-violent nature, and performs other duties as assigned.
EXAMPLE OF DUTIES
Responds to a wide variety of non-hazardous service calls and thoroughly investigates all details of incidents;
Observe, report and may follow-up on conditions which pose potential threats to public safety, health and welfare and the quality of life;
Read and write at the levels necessary to perform the job of a community service officer
Write non-moving parking violations;
Act as department liaison between homeless persons and local homeless, mental health, and social services providers;
Investigate, report on, and arrange for towing of abandoned vehicles on public and private property;
Provide traffic control at emergency situations, special events and at other times as assigned;
Respond to, or assist sworn officers at accident or crime scenes by taking reports and photographs, fingerprints, prepare diagrams and other activities as assigned;
Transport officers, equipment, witnesses, citizens as assigned;
Provide special duties such as Court and District Attorney liaison, Crime Prevention and others as assigned.
Operate records management systems and law enforcement databases;
Keep confidential information obtained from law enforcement systems.
Must be available to work any shift, including weekends.
Ideal Candidate
Ability to:
Write and print legibly and use a computer keyboard or mobile data terminal;
Prepare clear, concise and comprehensive reports;
Learn and use standard broadcast procedures of a police radio system;
Understand and carry out oral and written directions;
Deal effectively and calmly with the public during adverse situations;
Communicate effectively both orally and in writing, both in person and on a telephone;
Drive a vehicle, to obtain and maintain a California driver's license, and
Maneuver frequently in and out of a vehicle.
Knowledge of:
Modern office procedures and practices.
Standard office equipment, including a personal computer
Correct English usage, including spelling, grammar, punctuation
Data collection and compilation techniques
Basic business arithmetic
Department policies, rules, regulations, and State, County and local laws and ordinances applicable to their assignments.
EXPERIENCE AND EDUCATION
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent to High School graduate, GED, or GED-equivalence.
Possession of Associate's or Bachelor's Degree is preferred
Experience:
Some public contact experience is preferred.
Word processing, database, and spreadsheet experience is preferred.
LICENSE
Benefits
The City's comprehensive benefits package includes:
Holidays: Thirteen (13) days per year.
Vacation: From 11 to 27 days per year, depending on length of service.
Sick leave: Accrual is one day per month, with no limit on accrual.
Retirement: The City contracts with CalPERS to provide a retirement plan that utilizes the formula of 2.5% @ 55 for "Classic members" or 2% @ 62 for "PEPRA members." Classic Members contribute 8% employee contribution plus 2.5% employer cost share for a total contribution of 10.5%. PEPRA members pay 6.75% employee contribution plus 2.5% employer cost share for a total contribution of 9.25%.
Insurance: The City provides its employees with a medical insurance allowance that allows employees to purchase medical insurance through either Teamsters Union #856 Health and Welfare or CalPERS medical benefits plan. Some plans require employee contributions. Employees with proof of qualifying health insurance coverage through another group health plan may qualify for a "Health In-Lieu Payment" when declining city coverage.
The City contributes toward a dental insurance plan and vision plan for employee and all eligible dependents.
The City pays premiums for:
Life insurance premium in the amount of $30,000.
Long term disability insurance (to begin sixty days after onset of non-work-related illness or injury).
Deferred Compensation Plan: Employees may participate in a pre-tax retirement savings plan.
Union Membership: This position is represented by Teamster Local #856 -Miscellaneous, and union membership is optional. Please refer to MOU for further benefit information.
