The Opportunity:

Multnomah County Chair Jessica Vega Pederson's Office is seeking a passionate and experienced professional for the position of Community Safety Senior Policy Advisor. This is a fast paced position that requires excellent research, policy development, communication skills and political acumen.

Senior Policy Advisors are members of the Chair's policy team and will work closely with county departments, community partners, constituents and state and local government agencies to develop policy initiatives in support of the Chair's agenda. All Senior Policy Advisors contribute to other shared office activities including constituent casework, community engagement, and strategic internal and external communications.

The Community Safety Senior Policy Advisor supports the Chair's efforts in overseeing community and public safety planning, policies, operations and strategies to improve the local public safety system's cost effectiveness and responsiveness to the needs of the community. In this role, you will represent Multnomah County's commitments to increase community and public safety system outcomes and focus on equity by leaning into the requirement that justice reforms and programs must lead with race. You will work alongside with Multnomah County's Local Public Safety Coordinating Council (LPSCC) and community safety leaders to co-create strategies and policies to improve the County's criminal justice system.

Responsibilities will include:

Policy and Research

  • Work closely with the Chair, Chief of Staff and Deputy Chief of Staff to establish and coordinate policy priorities and policy work plans.

  • Manage and coordinate specific policy initiatives in conjunction with county employees, commissioners and elected representatives, other governmental agencies, community partners, and community members.

  • Track state legislative issues and work with internal and external partners to create and/or advance legislation.

Constituent Outreach and Engagement

  • Work collaboratively to field constituent inquiries, including researching questions, drafting responses in writing, returning phone calls, and facilitating County staff responses to casework.

  • Assist in planning and and hosting events, including constituent meetings, work groups, and community events.

Communications

  • Draft memos, letters, speeches, constituent communications, reports, and talking points about key policy initiatives.

  • Conduct background research, prepare presentations, and develop talking points and other briefing materials for the Chair.

  • Fact check public communications including social media posts, newsletters, and statements, in collaboration with the communications advisor.

Minimum Qualifications/Transferable Skills*:

  • Bachelor's degree (in lieu of degree, equivalent years of relevant experience will be considered)

  • Three (3) years experience working with an elected official and/or in a policy making arena.

  • Demonstrated experience in policy development.

  • Demonstrated experience of progressive responsibility in program leadership in the criminal justice and/or corrections field.

  • Experience applying an equity framework in processes and decision making.

  • Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experiences that are relevant for this position. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience, education seniority, training, and/or tenure. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.

Serving the Public, Even During Disasters:

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities. Type of Position:

  • This is a 1.00 FTE salaried position and it is not eligible for overtime.

  • This position is classified as a Staff Assistant and is an Executive/Unclassified position and serves at the pleasure of the Elected Official and may be subject to discharge at any time.

  • There may be some flexibility with start and end times.

  • Occasional evenings and weekends will be required.

Work Location:

  • This position is approved for a hybrid schedule: generally onsite Mondays, Tuesdays, and Thursdays, and remote on Wednesdays and Fridays.

  • Due to legal and administrative complexities, the County will not allow international or out-of-state teleworking beyond neighboring counties in the State of Oregon and Washington.
