The City of Roanoke is seeking an Affordable Housing Program Manager to serve in the Department of Planning, Building, and Development. This role is responsible for monitoring the US Department of Housing and Urban Development (HUD) and other federally-assisted projects, including reviewing activities to determine compliance with the programmatic and financial terms and conditions of agreements and applicable federal, state and local laws, regulations and other requirements.

Complex administrative and technical work functions related to grants management that requires interpretation, judgment and determining appropriate processes to be used. Monitors contracts with outside agencies as well as internal departments for Community Resources Division.

Responsibilities include federal grant planning, policy development, public engagement and grants management of federally-assisted affordable housing rental development projects. This person will be responsible for strategic planning, public engagement, policy recommendations, management, and reporting for all aspects of federally-assisted affordable housing projects managed by the Community Resources Division to the City of Roanoke.

This will include program planning, agency and service provider technical assistance, public engagement, grant procedure development and management. The Program Manager must exhibit strong community facilitation skills. Managers must be able to engage neighborhood residents in cooperative dialogue as part of the process of determining appropriate affordable housing products.

While acting as an advocate for our community, the Affordable Housing Program Manager is directly responsible for implementing, managing and coordinating activities related to affordable housing development. Additionally, the Program Manager must be technically competent as it is the Program Manager's responsibility for managing all phases of development including initial financial feasibility analysis, proformas, overseeing design development, securing all necessary financing, procuring and contracting with all third party consultants, overseeing construction efforts and timeline.

The position performs advanced technical work involving planning, designing, and monitoring of federally assisted programs in support of the Community Resources Division. This position will report directly to the Community Resources Administrator and work in a strong team oriented environment due to the complexities of the programs.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Manages and monitors federally assisted programs including reviewing activities to determine compliance with the programmatic and financial terms and conditions of agreements and applicable federal, state and local laws, regulations and other requirements. Develops and administers financial agreements and processes agency payments for satisfactory performance. Assists in preparing the City's 5-year consolidated Plan, HUD Annual Update, and HUD Consolidated Annual Performance Evaluation Report (CAPER). Completes initial financial and documentation review for monthly drawdowns and financial and beneficiary reporting.

Responsible for preparation of materials and documents for annual and periodic audits of funded programs and activities. Assists in managing annual and periodic reports regarding federally funded activities, including Section 3, Labor and MBE/WBE reports. Assists in the review of applications for funding and eligibility of activities proposed by internal and external agencies.

Assists in the development of guidelines and policies for various funding streams that support affordable housing activities. Compiles information for reports and transactions and assists in consolidation and presentation of data. Provides complex administrative and technical work functions related to grants management that requires interpretation, judgment, and determining appropriate processes to be used.

Develops, coordinates and makes presentations to various groups to educate and inform of guidelines, regulations and best practices of managing federally funded activities. Provides guidance and assistance to supporting personnel assigned to administering federally funded activities. Assists with special projects as needed.

SUPERVISORY RESPONSIBILITIES There are no supervisory responsibilities with this position.

EDUCATION and/or EXPERIENCE Bachelor's degree from a four-year college or university with course work in planning, accounting, business, or a related field, 3-5 years experience in contract administration, financial management or equivalent combination of education and experience. Prior experience working with federal grant programs, affordable housing, entitlement processes, and political positioning dynamics. The ability to multi-task several needs of each project while managing multiple projects and exercising a high degree of independence, motivation and accountability is crucial.

SUPPLEMENTAL INFORMATION

LANGUAGE SKILLS Ability to read, analyze, and interpret complex documents. Ability to make appropriate recommendations.

Ability to respond effectively to sensitive inquiries or complaints orally and in writing. Ability to make effective presentations to management, employees, public groups, and/or boards of directors. Communication skills are essential in order to represent the project vision to completion while being attuned to diverse feedback.

REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to deal with problems in difficult phases. Ability to interpret a variety of information and deal with several abstract and concrete variables.
