Definition: Under general supervision of the Community Relations Director, administers the day-to-day operations of the O'odham Action Newspaper, website and Social Media, this includes generating story ideas; planning, assigning and editing and approving content; overseeing the budget and expenditures.

This is a supervisory position for the newspaper staff. This job class is treated as FLSA Exempt.

Examples of Tasks

1.Supervision and Staff Workflow: Provides routine supervision of assigned newspaper staff members including monitoring and coordinating activities of the News Specialists (Reporters), Newspaper Assistant, temporary newspaper staff workers, volunteers and Youth Workers.

  • Prioritizes and coordinates staff workflow and provides training and assistance as needed.

  • Prepares Employee Performance Appraisal Reports (EPAR) for assigned staff that are reviewed and given final approval by the Director.

  • Establishes performance standards for newspaper staff, thereby providing a division-wide set of guidance standards and development processes.

  • Manages the Newspaper Division, temporary labor, interns and WIA Youth seasonal worker.

2.Mentoring: Mentors theO'odhamAction News staff so they attain the technical and customer service skills along with experience necessary to perform independently and attain further career progression goals.

3.Newspaper Operations: Assumes responsibility for all aspects of the newspaper planning, development, preparation, advertising, production and distribution.

  • Gathers information and assigns stories that inform the Community about the Tribal Government, Community and stories that affect Indian Country in general.

  • Assigns stories to the News Specialists (Reporters) and tracks progress to ensure deadlines are met.

  • Confers with the Reporters and makes suggestions to help get the stories developed.

  • Sets deadlines for news stories, articles, announcements and advertisements.

  • Reads, edits and formats story copy submitted from departments, businesses, organizations, groups and individuals and evaluates to ensure correct grammar, consistency in style and readability.

  • Writes, edits and prepares materials for print including layout & advertising.

  • Takes event photographs as backup and as necessary.

  • Coordinates newspaper inserts.

  • Coordinates the on-line version of the newspaper with the OAN staff.

  • Provide public relations service as needed to enhance the Community and newspaper division.

  • Reviews and approves videos produced by OAN staff to ensure quality content.

4.Advertising and Marketing: Coordinates the newspaper advertising and marketing. Develops, implements and improves a comprehensive and viable advertising effort to ensure annual revenue goals.

  • Makes recommendations to the Community Relations Director regarding all aspects of advertising and marketing.

5.Administration: Provides administrative management and support for the Department and for the newspaper development and production including making recommendations for overall improvement and streamlining.

  • Ensures the newspaper activities conform to Associated Press (AP) style, in-house editorial guidelines, printer requirements, media law, copyright guidelines and laws as well as SRPMIC policies and procedures.

  • Manages time, plans, delegates and quickly resets priorities as new situations and demands warrant.

  • Monitors the newspaper advertising budget and makes recommendations for expenditures to Director.

  • Monitors news daily to keep abreast of all pertinent issues.

  • Approves requisitions, is responsible for the Purchasing Card (P-Card) use and supporting documentation.

  • Prepares EPARs for assigned employees, sets interviews and provides evaluation to the Director for review and final approval.

6.Miscellaneous: Performs other job related duties as assigned by the Community Relations Director.

Knowledge, Skills, Abilities and Other Characteristics:

  • Knowledge of the culture, history and government of the Salt River Pima - Maricopa Indian Community.

  • Knowledge of public information/relations principles and practices.

  • Knowledge of the basic photography techniques.

  • Knowledge of newspaper production including layout and design, pre-press and production.

  • Knowledge of internet web page maintenance.

  • Knowledge of AP news writing style, grammar, headline and caption writing and page layout.

  • Knowledge of direct mail processes and reader database management.

  • Knowledge of advanced customer service principles and techniques.

  • Knowledge of department policies, practices and procedures.

  • Knowledge of the principles and practices of employee supervision including training and performance evaluations.

  • Skill writing feature stories, news stories and other public information/relations articles.

  • Skill identifying and maintaining confidentiality of sensitive and important information while using diplomacy and tact.

  • Skill preparing and marketing effective advertising copy.

  • Skill developing andmaintaining effective working relationships at all levels of the Tribal Government and Community as well as with representatives from external organizations.

  • Skill translating research data for advertising, subscriptions and writing news and feature copy.

  • Skill developing content of the newspaper and Word Press website.

  • Skill with Adobe Creative Cloud software InDesign required for newspaper and web based production.

  • Skill with strong planning and project management abilities.

  • Skill with business practices, management and financial operations.

  • Skill reviewing the work of others to ensure accuracy and conformity with department policies and procedures.

  • Skill preparing written correspondence and reports.

  • Ability to provide exemplary "news judgment".

  • Ability to multi-task.

  • Ability to provide complex decision-making and problem-solving.

  • Ability to effectively manage production deadline stress and perform well under pressure.

  • Ability to clearly and effectively communicate verbally and in writing.

  • Ability to adapt to changing work situations and assignments.

  • Ability to respond to inquiries in a timely, accurate and courteous manner.

  • Ability to identify problems and analyze alternatives in order to develop viable recommendations for projects and assignments.

  • Ability to read, comprehend, interpret and follow complex verbal and written instructions.

  • Ability to produce effective business correspondence and reports using proper sentence structure, punctuation, grammar and spelling.

  • Ability to work under pressure by handling significant problems and tasks simultaneously and/or unexpectedly as deadlines approach while maintaining a professional, positive and enthusiastic attitude.

  • Ability to lift and carry 25 lbs.

Minimum Qualifications

  • Education: A Bachelor's Degree from an accredited college or university in Journalism, Communications, Public Relations or closely related field required.

  • Experience: 4 years or more full-time work experience as a print and electronic media editor with 2 years being in a management role; newsroom, public relations or closely related work required.

  • Equivalency:Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.

  • Underfill Eligibility:An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Special Requirements

  • Will be required to work outside normal business hours including nights, weekends and holidays.

  • Prior to hire as an employee, applicants will be subject to drug and alcohol testing. Will be required to pass a pre-employment background/fingerprint check.
