Job Description and Duties

The Community Program Specialist II (CPS II) is responsible for a wide range of research and analytical duties which center on complex research of state legislation and statutes, including Title 17 and the Lanterman Developmental Disabilities and Services Act, with a particular focus on rate setting methodologies, and vendorization implementation. The CPS II will gather, develop, implement, and monitor systems and procedures to assemble and structure necessary data. Additionally, the CPS II is expected to analyze information from a variety of sources to evaluate vendorization and rate appeals to ensure compliance with Statute and regulations.

This position is eligible to participate in DDS' hybrid telework schedule. Participation in telework is subject to DDS' guidelines.

Department Information

The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

The DDS is located in a modern, sustainable and innovative office building at 1215 "O" Street, Sacramento, California. Some amenities of the building include:

  • First floor retail space (separate access from 12th Street)

  • Café with multiple vendors

  • Outdoor seating for meal breaks

  • Employee fitness center which includes a yoga studio, cardio equipment and weights

  • Plaza area with kitchenette on each floor

Special Requirements

A Statement of Qualifications (SOQ) is a narrative discussion of how the candidate's education, training, experience, and skills qualify them for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing.

The SOQ must be typed and no more than one page in length, no less than 12-point Arial font, and address the following:

  • Describe your experience and education as it relates to research and analyzing compliance with governmental rules, laws and regulations.

Serve as the liaison between the Department and regional centers regarding vendorization and rate setting. Interpret laws and Department policy and regulation as well as assist in problem solving and program implementation.
