The City of Roanoke is seeking a Community Resources Specialists II to monitor US Dept. of Housing and Urban Development (HUD) assisted programs including reviewing activities to determine compliance with the programmatic and financial terms and conditions of agreements and applicable federal, state and local laws, regulations and other requirements. Complex administrative and technical work functions related to grants management that requires interpretation, judgment and determining appropriate processes to be used.

Monitors contracts with outside agencies as well as internal departments for Community Development. Responsible for development of HUD reports, including data entry and draw down of federal funds using Integrated Disbursement and Information System (IDIS) database. Assists in the preparation of the City's 5-Year Consolidated Plan, Annual Plan and Consolidated Annual Performance Evaluation Report (CAPER) to HUD.

Bachelor's degree from a four-year college or university with course work in finance, accounting, business, or a related field, 3-5 years experience in contract administration, financial management or equivalent combination of education and experience. Prior experience working with federal grant programs, affordable housing, mortgage services, human services or community development preferred. Certification as Housing Counselor preferred.

The Housing Rehabilitation Program Manager monitors US Department of Housing and Urban Development (HUD) assisted programs including reviewing activities to determine compliance with the programmatic and financial terms and conditions and applicable federal, state, and local laws, regulations and other requirements for housing rehabilitation projects in the City of Roanoke.

The Program Manager performsroutine administrative and technical work functions related to grants management that requires interpretation, judgment and determining appropriate processes to be used to administer the delivery of the program. Responsibilities include coordination between partner organizations for project collaborations, completion of environmental assessments, maintain database and file management, and will be responsible for monitoring program's achievements and compliance with standards and regulations.The position will monitor the budget, approve payments, and track the program's financial accounting systems in accordance with established accounting procedures.

Requires highly organized work process and attention to detail, ability to work independently as well as in team environment, flexible and strong work ethic. Bachelor's degree from four-year college or university in business or accounting, project management experience, and three to five years experience and/or training in contract administration, financial management, or equivalent combination of education and experience. Prior experience working with federal grant programs, affordable housing, housing rehabilitation, mortgage services, human services or community development preferred.

Examples of Duties

SUMMARY

Performs advanced technical work involving planning and monitoring of financial programs in support of the Community Resources Division

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Monitors HUD assisted programs including reviewing activities to determine compliance with the programmatic and financial terms and conditions of agreements and applicable federal, state and local laws, regulations and other requirements.

Develops and administers financial agreements and processes agency payments for satisfactory performance

Assists in preparing the City's 5-year consolidated Plan, HUD Annual Update, and HUD Consolidated Annual Performance Evaluation Report (CAPER)

Manages HUD's Integrated Disbursement and Information System (IDIS) for monthly draw downs and financial and beneficiary reporting.

Reconciles IDIS financial data with city's Advantage accounting system for monthly and annual financial reports.

Responsible for preparation of materials and documents for annual and periodic audits of HUD funded programs and activities.

Assists in managing annual and periodic reports regarding HUD funded activities, including Section 3, Labor and MBE/WBE reports.

Assists in the review of annual applications for funding and eligibility of activities proposed by internal and external agencies.

Assists in the development of guidelines and policies for various programs and activities funded with HUD grants.

Compiles information for reports and transactions and assists in consolidation and presentation of data

Serves as liaison with Fair Housing Board and coordinates semi-annual public training for realtors, landlords, and tenants in issues concerning fair housing laws and practices.

Capable of providing general to detailed information regarding fair housing practices and/or certified housing counselling to citizens.

Provides complex administrative and technical work functions related to grants management that requires interpretation, judgment, and determining appropriate processes to be used.

Develops, coordinates and makes presentations to various groups to educate and inform of guidelines, regulations and best practices of managing HUD funded activities.

Provides guidance and assistance to supporting personnel assigned to administering HUD funded activities.

Acts in the capacity of Community Resources Program Administrator in his/her absence.

Assists with special projects as needed.

SUPERVISORY RESPONSIBILITIES

This job has supervisory responsibilities only in the absence of Community Resources Program Administrator.
