The Work You Will Do:

This position serves as the Community Program Manager in the Bureau of Economic Self-Sufficiency, within the Division of Community Development. This position is responsible for the general management, planning and administration of the Weatherization Assistance Program (WAP).

The Difference You Will Make:

The Weatherization Assistance Program (WAP) annually provides grant funds to community action agencies, local governments, Indian tribes, and non-profit agencies to provide specific program services for low-income families of Florida. These entities provide program services throughout the state. The mission of the program is to reduce the monthly energy burden on low-income households by improving the energy efficiency of the home.

The Community Program Manager will oversee the day-to-day contract and/or grant management functions of the WAP; supervises and evaluates the work and work performance of assigned unit staff including leave decisions and time sheet approval; maintain employee performance and accountability; identify unit staffing needs, and support employee professional development and training, including leave decisions and time sheet approval; provide occasional assistance with the Low Income Home Energy Assistance Program (LIHEAP) and the Community Services Block Grant (CSBG) Program, as needed.

Pay: $60,000 - $65,000/Annually based on experience

Your Specific Responsibilities:

This position is responsible for the general management, planning and administration of the Weatherization Assistance Program (WAP). The Community Program Manager will oversee the day-to-day contract and/or grant management functions of the WAP; supervises and evaluates the work and work performance of assigned unit staff including leave decisions and time sheet approval; maintain employee performance and accountability; identify unit staffing needs, and support employee professional development and training, including leave decisions and time sheet approval; provide occasional assistance with the Low Income Home Energy Assistance Program (LIHEAP) and the Community Services Block Grant (CSBG) Program, as needed.

"Supervisory employees" are those who spend the majority of their time* communicating with, motivating, training, and evaluating employees, and planning and directing employees' work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors, in accordance with 110. 205 (2)(W), Florida Statutes.

  • Reviews and tracks state legislation and federal regulations to update unit plans and procedures and disseminates information to subrecipients.

  • Develops, writes, and produces publications and guidelines to address the information needs of subrecipients and team members.

  • Supervises unit staff to ensure their competence in training and monitoring of grantees. Provides oversight and compliance with program guidelines and budget development for all contracts.

  • Researches and tracks federal funding and state budget issues. Tracks and reviews state and federal legislation to update various plans and procedures for the unit and disseminates relevant information to subrecipients.

  • Develops plans, policies, and updates instruments for executing, managing, and monitoring of contracts and/or grants and processing of payments when appropriate; assigns tasks and local provider subrecipients to staff.

  • Oversees and maintain plans for programmatic desk and site monitoring of contracts and/or grants and processing of payments when appropriate and assigns tasks and local provider subrecipients to staff.

  • Reviews staff reports and makes recommendations concerning any subrecipient status change due to noncompliance.

  • Serves as liaison to federal grant sources and/or state subrecipients to assist in contract and grant compliance and problem resolution.

  • Designs methodologies and implements data collection and reporting procedures necessary for the preparation of required federal and state reports for WAP and LIHEAP.

  • Provides technical assistance to local subrecipients and other interested parties regarding program requirements.

  • Evaluates unit staff, approval of timesheets and leave.

  • Attends meetings, conferences, and training as necessary to implement the unit's activities.

  • Other duties as required.

  • At least one year of State, Federal and/or local government grant and/or contract experience
