The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS' Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB's portfolio is the operation of the City's subsidized child care voucher system -- one of the largest child care assistance programs in the country. ACS providers vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.

The Office of Community Engagement & Partnerships (OCEP), within ACS' Division of Child and Family Well-Being (CFWB), works collaboratively with community residents, leaders, faith institutions, fatherhood providers and other stakeholders to 1) Promote goodwill and help deepen the community's awareness of ACS' programs, services and campaigns; 2) Connect the general public and vulnerable children and families to an array of community supports offered by ACS' contract agencies; 3) Organize and convene the community through ACS' 11 Community Partnership Programs and 3 Family Enrichment Center (FEC) networks; and 4) Build new partnerships that help to support equity and family safety, stability, and well-being.

OCEP builds social capital through its externally facing strategies by 1) deepening the community's awareness of ACS' programs and services; 2) supporting ACS-funded coalitions and planning bodies; and 3) building local and citywide partnerships, with a focus on promoting primary prevention and child and family well-being strategies. ACS, through OCEP, has established a presence in key City communities, with the leadership of the outgoing employee who successfully developed strong partnerships with a range of community groups and organizations.

Job Duties

Primary responsibilities of the Community Program Associate include:

  • Provide sound technical assistance and strategic planning support for up to three Community Partnerships related to community leadership development, coalition building, and equity

  • Monitor contract management processes, including tracking contract deliverables, progress reports, and review and approval of Partnership invoices and budgets

  • Organize and participate in local and/or citywide outreach as a representative of ACS and the Partnerships

  • Deliver presentations and participate in discussion panels about ACS' community and equity related initiatives

  • Develop and implement creative strategies that effectively engage and inform the community about ACS' programs and services

  • Support the development of effective relationships and collaborations between ACS (and/or other city agencies) and community stakeholders

  • Manage internal Office of Community Engagement and Partnerships (OCEP) projects related to the office's work, which could involve collaborations with other ACS programs, other city agencies, funders, and community stakeholders

  • Other OCEP or Community Partnership related responsibilities as assigned (i.e. fatherhood and faith-based engagement, evolving focus of child welfare, etc.)

Minimum Qualifications

1.A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

2.High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

3.Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
