DEFINITION:

Under general supervision, perform a variety of clerical and specialized duties in support of Human Services Department programs, activities and services: participate and assist in supervising Human Services programs, activities and services in an assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS:

The Community Program Assistant is a journey level classification in which incumbents are expected to perform the full scope of staff assistance duties. Successful performance requires a thorough knowledge of programming needs of youth, seniors and special event activities and the ability to exercise sound independent judgment. This classification is distinguished from the next higher classification of Community Program Administrator in that the latter is responsible for the overall work of the assigned unit.

Duties

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

  • Provide a variety of clerical and specialized support of recreational program and activities, including but not limited to: preparing event materials, work orders, reports; typing contracts, schedules, worksheets, use permits, class descriptions; processing payments request, facility use applications; maintaining a database of client information; answering phones; helping patrons; and providing any assistance to the Administrator/Manager in program administration.

  • Assist in planning, organizing and implementing programs and activities.

  • Participate in activities and events as assigned.

  • Assists in supervising and training of volunteer and/or part-time staff.

  • Assist in developing publicity for programs, including brochures, newsletters and press releases.

  • Assist in resolving citizens, client disputes regarding program activities.

  • Maintains accurate records and completes monthly reports on various programs and activities including financial information.

OTHER DUTIES: (include but are not limited to the following)

  • Attend and participate in staff meetings related to assigned program activities.

  • Performs other related duties as required.

SUPERVISION RECEIVED/EXERCISED:

Receives general supervision from the Community Program Administrator and/or Human Services Manager. May exercise functional and technical supervision over part-time staff and volunteers.

Qualifications

MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education:

The required qualification is to possess a high school diploma or equivalent and eighteen (18) semester or twenty-seven (27) quarter units of degree qualified coursework from an accredited college or university in Human Services, Public Administration, Business Administration or a closely related field.

Experience:

The required qualification is to possess two years of responsible social or human services experience

License/Certificate:

Possession of a valid Class C California driver's license. Ability to obtain a CPR certificate within one year of employment.

Principles and practices of human/social services programs and operations; basic principles of mathematics; applicable federal, state, and local laws, codes, and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices, and equipment; modern office practices, methods, and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling, and grammar; occupational hazards and standard safety practices.

Skill to:

Operate standard office equipment including a computer and variety of word processing and software applications.

Ability to:

Examine and verify documents, reports and transactions; prepare a variety of financial statements, reports, and analyses; prepare and/or review routine agenda reports and other correspondence; direct and review the work of assigned support staff; interpret, explain, and apply applicable laws, codes, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.

RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.

DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.

VACATION LEAVE: Based on length of employment with the City. 0

Maximum vacation accumulation shall be three (3) times that employee's annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.

HOLIDAYS: City observes thirteen (13) holidays each year.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.

LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.

MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.

EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
