$25.66 - $27.23

POSITION SUMMARY:

Provides coordination and supervision of afterschool programs, community outreach and summer camps. Operates within the Recreation & Parks program fund and a teamwork environment. Provide senior administrative support to the Recreation Services Manager for Community Outreach and Teen Programs section. Develops and supports partnerships serving at-risk youth.

CLASS DESCRIPTION:

Performs professional level recreation services work, which may include supervision, under general supervision from an administrative or technical superior.  Work includes overseeing the safe and efficient operation of activities at school and department recreational facilities, parks and private recreational facilities; or overseeing the operation of programs in specific functional areas under the direction of a recreation supervisor.  Assists in analyzing marketing data for program promotion and customer service.  Work also includes the supervision of contingent, part-time staff and volunteers; overseeing the approved budget; and preparing information for recreation supervisor for seasonal and fiscal reports.

Under the direction of the Recreation Manager:

  • Works and cooperates with co-workers and supervisors at all levels.

  • Learns and performs all essential job functions accurately.

  • Identify current trends and develop programs, classes and events for Teen programs, youth camps and community outreach.

  • Coordinate program instructors, locations and logistics.

  • Provide exceptional customer service to participants, families, staff members and all individuals and groups impacted by the programs.

  • Demonstrate financial accountability through managing program budgets including determining fee structure, tracking expense and submitting quarterly budget reports.

  • Supervise programs to ensure compliance with Department policies and completing formal site visit evaluations and inspections.

  • Some evening and weekend work is required.

  • Recruit, train, supervise and evaluate contingent staff.

  • Recruit contractual instructors and monitor the contract status.

  • Plan and implement continuous training for contingent staff on policies and procedures, program standards, and youth development.

  • Complete, review and submit incident, injury, accident, or other related reports to the Teen Programs Manager and Community Recreation Division Superintendent.

  • Provide outreach to schools and community partners to create and promote programming for Howard County youth and families.

  • Utilize web software to create and distribute program evaluations, tabulate and analyze data.

  • Utilize registration software to run detailed marketing and financial reports, track class enrollment and make decisions regarding cancellations, and prepare and distribute official class records to instructors.

  • Input contingent staff payroll, prepare bi-weekly payroll report using web-based payroll system.

  • Serve on a variety of committees to support the Community Recreation Division.

  • Create and edit content for Department seasonal brochures.

  • Coordinate a variety of supplemental marketing collateral.

  • Coordinate facility usage with Howard County Public School System personnel and HCRP staff. Submit permits through HCPSS online permitting system. Track permit approvals and cancellations.

  • Order, purchase and deliver program equipment and supplies.

  • Perform other duties as assigned by the Recreation Manager.

  • Responsible for identifying and applying good sustainability practices into all aspects of Department operations.

  • This position may be deemed as essential in an emergency at the discretion of the director.

SUPERVISORY RESPONSIBILITIES:

Directly supervises 10-30 contingent employees in the Department of Recreation and Parks. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, addressing complaints and resolving problems.Bachelor Degree and one (1) year related experience or equivalent combination of both education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience working with youth.

  • Demonstrate experience in staff supervision and program development for youth and community outreach.

  • Strong knowledge of recreation programming and the ability to multi-task.

  • Communicate well verbally and in a written manner.

  • Knowledge of overall program policies and procedures.

  • Possess strong organizational and computer skills in Microsoft Office applications.

  • Possess excellent public relations skills.

  • Certified Park and Recreation Professional (CPRP) preferred.

LANGUAGE SKILLS:

Ability to read and comprehend simple instructions, short correspondence, and memos.  Ability to write simple correspondence.  Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.   Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY:

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.  Ability to deal with problems involving a few concrete variables in standardized situations.

  • Valid Class C driver's license along with a copy of driving record.

  • Ability to acquire CPR and First Aid certification.
