Harris County Public Library (HCPL) - HistoryWhat began in 1921 and the years following as a collection of small libraries housed in stores, post offices and private homes has grown into a system of 26 branch buildings, 2 technology service centers, and 2 partner locations offering collection/circulation services. HCPL operates branches in unincorporated parts of Harris County and cities which do not have their own library systems.
Community Liaison I, LNO Community Engagement Position Overview:
The Early Learning Quality Network Project aims to enhance early childhood education by uniting stakeholders. The Local Network Organizations (LNO) team at HCPL will work within this project using the ELQN Approach to focus on creating a child care quality initiative. They will engage with the community to understand their perspectives on current early childhood education quality and preferred care options. Through community meetings and stakeholder interactions, they will assess the existing state of early learning and distill this information into a Quality Action Plan. This plan will guide the community in improving early learning settings, ensuring better educational outcomes, reducing disparities, and supporting the overall well-being and development of their youngest citizens.
Under Supervision of the Local Network Organization Project Lead, Community Engagement. Specialist is responsible for developing relationships with childcare providers and centers, staff fostering trust and effective collaboration, and creating partnerships to promote early childhood development initiatives to align with community needs and expectations. Contributes to marketing, campaign development, digital marketing, and promotional activities to develop and nurture community partnerships to enhance social, and educational support and collaborative initiatives. Attends community events to create awareness about early childhood development networking services.
This position is grant-funded and authorize to December 31, 2026. This position will adhere to the grant funded guidelines and is contingent upon continued grant funding.
Duties and Responsibilities:
Based upon the initiatives chosen by the community and its identified needs, works as a liaison with the Community Advisory Committee and the Child Care Quality Action Plan to assess and gain an understanding of regional community dynamics, needs, and issues by building and cultivating relationships with community members and organizations
Sustain and seek new partnerships to focus on creating a network of early childhood education providers, educators, policymakers, and stakeholders to foster collaboration, information sharing, and best practices chosen by the community and its identified needs
Create a network of early childhood education providers, educators, policymakers, and stakeholders to foster collaboration, information sharing, and best practices for improving the quality and commitment to early overall childhood development and young children's educational journey
Designing and implementing creative ways to reach target audiences, staff, customers, and hard-to-reach community members, including outreach and inclusive messaging to reduce barriers to participation in programs
Creating and implementing communications and public engagement strategies to gather community feedback that helps inform projects, programs, plans, and policies
Support the program team in the coordination of program objectives, outcomes, and training for developmentally appropriate, evidence-based, and learning environments for young children
Collect and analyze data tracking countywide statistics to measure the effectiveness of early children's learning outcomes, program efficacy, and other relevant metrics
Collaborate with the Early Learning Network Project Lead to review early children's learning outcomes, program efficacy, and other relevant metrics and key data to update strategy as new data is presented to ensure the most vulnerable populations are being reached effectively
Participates in the development and completion of reports and surveys
Attends and participates in weekly staff meetings, supervision times, and other regularly scheduled meetings
Develops professional knowledge and skills by attending training events, conferences, and workshops
Performs or coordinates training for parents, service providers, and community agencies about early development services
Exemplify the high standards and expectations for the library system in its daily operations and services
Performs other duties as assigned

Work Environment:
This job operates in an indoor and outdoor environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
Incumbents will be subjected to travel, occasional evening meetings, and occasional special event assistance on weekends and holidays. Outdoor work will be required as needed for community events.
