The Community Housing Specialist plays an important role to improving the health, safety and independence of children and adults with intellectual and/or developmental disabilities (I/DD). We are seeking a Community Housing Specialist (Program Analyst 2) to join our Office of Developmental Disabilities Services (ODDS), Operations Administrative Unit team.

This job posting is open until further notice. This is an ongoing selection process, and we will be scheduling interviews throughout the process.

Limited duration positions are benefit eligible positions with a designated maximum length of service. This position is expected to last through March 31, 2025; however, based on workload need and funding it could end at any time or be extended.

What you need to qualify

Five years of experience coordinating or administering a home construction program and/or projects.

Education in Construction Management, Engineering, Architecture, Occupational Therapy, Physical Therapy, or similar degree will substitute for experience based on the following:

  • An associate degree in any of the listed areas substitutes for 18 months of experience.

  • A bachelor's degree in any of the listed areas substitutes for three (3) years of experience.

  • A master's degree in any of the listed areas substitutes for four (4) years of experience.

  • A doctorate degree in any of the listed areas substitutes for five (5) years of experience.

Essential attributes

We are looking for candidates with:

  • Attention to detail.

  • Experience in planning construction projects, understanding the structure of a home and monitoring budgets in relation to projects.

  • Experience in researching building products and new technical developments that have special value in the design of physical adaptations to support persons with disabilities in their homes.

  • Experience making decisions independently and cooperatively as part of a team that may include persons with disabilities, family members, advocates, professionals, and management.

  • Experience demonstrating initiative and independent judgement on an on-going basis.

  • Experience organizing, researching, analyzing, and communicating clearly and cross culturally in writing, directly, or virtually.

  • Experience working with contractors and directing activities related to the design and implementation of home development, modification, and/or a construction project.

Preferred Attributes

These attributes are not required to be competitive; they are a plus.

  • Experience working with state, county, and state building and fire officials in the development of projects.

  • Experience that has provided you with detailed knowledge of building and fire code rules and regulations and zoning provisions related to home development for persons with disabilities.

  • Experience considering the advantages and disadvantages of multiple solutions to meet the home modification needs for a person with disabilities to provide them with more independence.

Your duties at a glance

The Operations Administration Unit (OAU) administers state and federally funded programs for persons with intellectual and/or other developmental disabilities (I/DD). Services generally include residential services, employment services, family support, case management and crisis services. Services are generally delivered by county governments or their private-nonprofit subcontract agencies, or through contracts executed directly between the Office of Developmental Disabilities Services (ODDS) and the service provider. ODDS OAU activities include program planning, resource development, standard setting, rate setting, budget development, contract administration, consultation, technical assistance and program/contract monitoring/evaluation.

Additionally, ODDS OAU through the Medicaid waiver allocates and authorizes funds to modify or adapt the homes of children and adults with I/DD to increase independence. Individuals who are eligible to receive environmental modifications live in a variety of settings, including children living in family homes, and adults in apartments or private homes. ODDS OAU develops scope of work for modifications and/or adaptations to the home; provides technical assistance to families, contractors and/or case managers; reviews and selects contractor bids; and ensures construction is completed with appropriate permits.

The Community Housing Specialist will be responsible for:

  • Coordinating and implementing environmental home modifications for children and/or adults with I/DD that are receiving services in their homes or in licensed, certified, or endorsed Provider service setting.

  • Analyzing and implementing the program goals of assuring health, safety, and independence of children and/or adults with I/DD.

  • Providing training and technical assistance to case management entities regarding home modifications to ensure that it increases the independence of the individual with I/DD to complete their Activities of Daily Living and Instrumental Activities of Daily Living (ADL/IADL) and meet the Case Management System, (CMS) waiver requirements.

Working conditions

  • You must have a valid license to drive and maintain an acceptable driving record.

  • During the initial training period you will need to work in our office in Salem. Remote work will be available with management approval. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.

  • The duties of this position may be performed in an office setting or remote only if a separate secure location with locking door is available due to the confidential nature of this work.

  • You will have direct face-to-face contact with children and adults with I/DD, families, case managers, and Providers within home settings required.

  • You may be required to work irregular hours (i.e., weekends, holidays, nights).

  • You may be required to travel in and out of the state.
