Minimum Qualifications Transfer: Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Community Health Program Manager 2 (M3) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G27/M2 and deemed eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law.

Open Competitive: Ten years of professional public health experience in a public health agency or program.

An associate degree can substitute for two years of specialized experience; a bachelor's degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Preferred Qualifications: The preferred candidate will have seven or more years of progressively responsible professional work experience related to the management of a multi-faceted program with a strong understanding of public health, local, and state government management processes.

Should possess strong organizational and management skills; excellent oral and written communications skills; field experience in communicable disease programs; demonstrated ability to effectively manage and maintain relationships between various stakeholders including government agencies at the local and state level; experience monitoring, supporting, and evaluating local health department performance. A MPH or MS in Nursing, Social Work, or health sciences-related preferred.

Duties Description This position will be the Program Director for the Communicable Disease (CD) in the Central NY Regional office. The Director reports to the CNYRO Associate Commissioner, and is responsible for development, implementation, management, and evaluation of communicable disease programs to ensure that all programs operate effectively, efficiently and achieve their intended goals.

The CNYRO CD Program Director will oversee staff from both the AIDS Institue and the Center for Community Health's Bureau of Communicable Disease Control, including state and contract employees. This includes Vector-borne Disease, HIV/STD Field Services, HIV/AIDS Epidemiology, Hospital Acquired Infections, Regional Epidemiology, Refugee Health, and Tuberculosis Control. The Director will develop and implement strategies for planning, prioritizing, and promoting Communicable Disease Programs in the CNY Region.

The Director will provide direction, management, and supervision to the Communicable Disease Program staff. This position will direct and coordinate staff activities relative to the investigation of disease outbreaks, public health emergencies and program related activities including the temporary reassignment of staff within CNYRO Communicable Disease Program, as needed. The Director will lead this team of subject matter experts who provide direction, technical assistance and consultation to local health departments, Article 28 health care facilities, hospitals, long term care facilities, adult homes, correctional facilities, community-based providers, home health agencies, diagnostic and treatment centers, public/private agencies, as well as the public.

The Director will act as the liaison between the CNY Regional Office and related Central Offices in Albany on all matters relating to program direction/operation. All significant communication will flow through this individual.

Additional Comments This position will have limited telecommuting ability following a probation period. Travel may be required to places not serviced by public transportation.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
