METROPOLITAN DEVELOPMENT - DUTIES:
Assists with the administration of the Community Development Block Grant (CDBG) program, HOME Investment Partnerships program (HOME), and the Emergency Solutions Grant (ESG) program through duties that include but are not limited to the following:

Provides technical assistance to interested parties and sub-recipients in the preparation and review of proposals for eligibility in applying for federal funds.

Conducts on-site monitoring of federally funded sub-recipients to ensure compliance and conformance with HUD rules and regulations.

Drafts, processes, and executes operating agency agreements for sub-recipients of HUD funds.

Reviews eligibility of expenses and processes agency claims for reimbursement with HUD funds.

Reviews sub-recipient monitoring information for accuracy and enters data into HUD's IDIS system.

Sets up and funds sub-recipient programs in IDIS system and maintains and tracks the activity until completion.

Keeps updated sub-recipient ledgers for HUD funded programs and maintains all sub-recipient documents for record keeping purposes.

Assists with the reporting requirements for the 5-year Consolidated Plan, Annual Action Plan, and Consolidated Performance and Evaluation Report (CAPER).

Assists with citizen participation activities for HUD programs such as: posting/distributing public notices and organizing community meetings.

Serves as liaison to the United Neighborhoods of Evansville and focus neighborhood associations as necessary.

Attends meetings, workshops, conferences, and seminars as needed or directed.

Receives assignments and reports to the Community Development Coordinator, Deputy Executive Director, and Executive Director.

Performs all other duties as assigned.

QUALIFICATIONS:
Bachelor's degree in Planning, Public Administration, or related field or equivalent in training and experience.

Incumbent should possess specialized knowledge in urban planning, public administration, and grants administration principles and theories. Incumbent should possess working knowledge in housing and construction, community economic development, social services, etc. and ability to apply this knowledge to aid in the development and implementation of programs.

General knowledge of current state and federal assistance programs.

Knowledge of general accounting principles and procedures and bookkeeping abilities.

Effective written and verbal communication skills.

General experience using Microsoft Word and Excel.

Requires a valid Indiana Driver's License and use of personal vehicle to conduct onsite monitoring and attend meetings.
