Individuals hired into a temporary State job must be fully qualified for the job. Exposure to an agency's culture, process, procedures and potential learning opportunities can provide valuable experience to those who may ultimately seek permanent employment with the state.

This posting will be used to fill two temporary positions (36057, 36058) located in Raleigh

Hourly Rate of Pay: $7.25 - $22.87(Based on education and/or years of relevant work experience reflected on the application)

These temporary positions will be assigned to the Department of Public Safety

  • Emergency Management. Positions will be responsible for the day-to-day management and implementation of disaster case management program including tracking work and accomplishments, creating and/or monitoring staff reports, and overseeing case management efforts. Ensures staff receives appropriate case management training; assists in determining the urgency of cases; and makes recommendations regarding what actions should be taken. Reviews and approves financial relief requests for clients with input from Fiscal Coordinator and Program Coordinator. Provides direct services to clients on complex cases and as otherwise needed. Assures comprehensive case files, records, charts and other documents are maintained, and timely entries are made in database. Works with staff to identify disaster survivor trends, gaps in service, training needs and necessary outreach. Attends DCM meetings as appropriate and requested. Completes all required reports in a timely manner. Communicates as necessary with other staff. Ensures NC DCM program measures are met.

  • Demonstrated leadership abilities including ability to be flexible in interacting with multiple constituencies

  • Excellent interpersonal, listening, and administrative skills

  • Good organizational, time management and communication skills

  • General knowledge of the principles and methods of community organization

  • General knowledge of various federal programs available to the staff for economic development

  • General knowledge of economic, social, and technological needs of various areas within the State and resources available to meet them

  • Ability to organize and assist in the conduct of public meetings and conferences

  • Ability to analyze situations accurately and to adopt an effective course of action

  • Ability to establish and maintain effective working relationships with interested organizations, agencies, and individuals

Minimum Education and Experience Requirements

Bachelor's degree in sociology, psychology, political science, business administration, public administration, or related field from an appropriately accredited institution and three years of experience related to the specific program assignment; or an equivalent combination of education and experience

Management Preferences: Master's degree in Social Work or Public Administration; prior experience assisting with the coordination of a large, multi-county disaster program; or emergency management experience. Supplemental and Contact Information

This position is responsible for coordinating and communicating directly between FEMA and the Federal award recipient, including the providing agencies, at the discretion of te State or FEMA points of contact. In coordinating with FEMA, will retrieve, analyze and utilize data and feedback to identify opportunities to improve the relationship between the Disaster and Management (DCM) programs and other Federal programs including but not limited to the Crisis Counseling Assistance and Training Program, Disaster Legal Services, and Disaster Unemployment Assistance. Takes initiative, resolves issues and adepts at fostering relationships with internal and external partners. Maintains a thorough knowledge of the program and its activities. Monitors, coordinates, and communicates strategic objectives of the program. Acts as a positive representation of the DCM program to the community. Perform other job-related duties as assigned.
