General Description

The Community Development Administrator is a visionary, innovative, global-thinker who will lead the Community Development Division staff in working with small and large community groups to reach creative solutions to community problems. The administrator provides leadership in the development of community development policies and the implementation of community-based partnerships and funding solutions in housing, homeless services, public services, public infrastructure, behavioral health and economic development.

Work requires considerable judgment, initiative, professional knowledge, and involves responsibility for making professional decisions on regulatory, financial, and administrative problems.

Essential Functions

  • Provides leadership in the development of community development policies.

  • Oversight of grant programs and community development programs in which the County may participate including but not limited to CDBG, HOME, ESG, EFSP, other Federal and State grant programs, and the County's local Affordable Housing and Video Gaming Revenue funds.

  • Facilitation of the public participation process in tandem with the Lake County Housing and Community Development Commission and other County departments, and other public bodies and non-profit agencies with regard to housing and community development issues.

  • Serve as a liaison with the Lake County Board and Committees and the Housing and Community Development Commission

  • Create appropriate reporting structure for efficient management of local, state, county, and federal funding.

  • Provide financial analysis information to aid in making financial, operational and/or training recommendations.

  • Responsible for the development of operating policies and procedures for the administration of programs.

  • Supervises the generation of a variety of statistical and management reports to be utilized for state and federal reporting, performance management and administration of the agency.

Knowledge Skills Abilities and Education Required

  • Working knowledge of community development principles and practices, the U.S. Department of Housing and Urban Development funding programs and requirements, affordable housing development practices, fair housing policy, and housing and community development programs and resources.

  • Ability to read and interpret rules and regulations of grant funders.

  • Strong project management skills are essential.

  • Excellent listening, reasoning, and problem-solving skills in fast-paced environment with considerable stimuli.

  • Advanced knowledge of financial data analysis.

  • Ability to read, analyze and interpret complex technical documents, procedures, or governmental regulations.

  • Ability to prepare and review complex studies and technical reports.

  • Ability to respond appropriately and work diligently with a variety of people from different backgrounds, including elected officials, community leaders, non-profit agency staff, individuals experiencing homelessness and the general public.

  • Effective communicator (both written and verbal) and a creative and energetic leader with the ability to establish and maintain effective working relationships.

  • Experience in developing, implementing, administering, and evaluating programs in a non-profit, public sector, or similar environment.

  • Experience in strategic planning, effective problem-solving, program development, and evaluation.

  • Ability to lead, train and supervise professional and technical staff.

  • Analytical and personnel management, presentation, and organizational skills.

  • Computer Skills: word processing, spreadsheet development and database programs

  • Bachelor's degree required, master's degree preferred and minimum of eight years of related experience.
