POSITION DUTIES AND QUALIFICATIONS

SUMMARY OF DUTIES:

Administers and manages the activities and personnel of a division of the Community Services Department. Develops, supervises and coordinates assisted housing, human services and community development programs for low and moderate income individuals.

Position Specific Summary

The Community Development Administrator position at the City of Tucson's Department of Housing and Community Development (HCD) is responsible for affordable housing financing, community grantmaking, homeownership assistance, residential rehabilitation, public facility and infrastructure improvement, and federal compliance programs.

Work is performed under the supervision of the Deputy Director. This position exercises supervision over Community Development personnel.

Supervision (30%) - Essential

Supervises work of Community Development Division staff, volunteers and interns. Ensures HCD responsibilities related to annual funding competitions, monitoring, and reporting are met.

Acts as hiring manager for Community Development Division staff, volunteers and interns. Conducts interviews and pre-selection testing. Evaluates Community Development Division staff, volunteer, and intern performance.

Provides coaching and supervision to support success. Provides training and educational assistance to Community Development Division staff, volunteer and interns to promote proficiency in work assignments and adherence to City policies and procedures. Plans, assigns, and directs work of Community Development Division staff, volunteers, and interns. Addresses employee concerns and resolves challenges.

Program Administration (25%) - Essential

Oversees the implementation of HCD non-profit grantmaking program assuring federal compliance measures are met and program funds are utilized to maximum community benefit. Reviews residential rehabilitation programs with emphasis on promoting impact for highly vulnerable low-income Tucsonans.

Conducts assessment on the implementation of HOME Investment Partnerships Program (HOME), including developer grantmaking, Community Development Block Grant (CDBG), Emergency Service Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), Community Housing Development Organization (CHDO) set asides, homebuyer assistance program, and tenant-based rental assistance program, along with program reporting. Enforces compliance of public facility and infrastructure projects funded through federal, state, and local sources. Ensures projects are conducted in compliance with applicable program requirements and on schedule based on established timelines by conducting check-in throughout the program life cycle. Partners with the program manager to ensure all programs are within the project scope and regulations.

Federal Planning and Compliance (15%) - Essential

Provides direction to planning staff on the development of the Annual Action Plan, Consolidated Plan, Consolidated Annual Performance Evaluation Report, and other federally required plans and reports. Oversees Compliance unit responsible for ensuring that HCD environmental clearance, Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE), Section 3, and Davis Bacon Act requirements are met and appropriately documented.

Provides training and guidance to Division staff as it relates to Consolidated Plan, Annual Action Plan, Integrated Disbursement and Information System (IDIS) data management, CAPER, and other reports. Prepares reports on program activities and accomplishments for Executive Leadership, Mayor and Council as directed.

Budget Management (15%) - Essential

Prepares the annual entitlement program and Division budgets in partnership with Executive Leadership, prepares the annual entitlement program and Division budgets. Monitors internal budgets to prevent overspending.

Monitors grant budgets to ensure timely and eligible expenditure of grant funds. Reconciles program budgets with the Business Services Department to ensure accurate tracking and budget management. Prepares funding proposals as necessary to sustain and increase program impact.

Departmental Leadership (10%) - Essential

Delivers presentations regarding program functions and activities.

Coordinates program activities with personnel in other divisions and with representatives of Federal, State and local agencies and citizen groups. Oversees the implementation of special initiatives managed by HCD (e.g.

ConnectHome, Prosperity Initiative, etc.). Supervises and coordinates the development of short- and long-range plans, public relations and information materials, and GIS-based tools and publications in print and electronic formats. Develops materials for presentation to the Mayor and City Council.

Other Duties as Assigned (5%) - Non-Essential

Performs all other duties and tasks as assigned.

MINIMUM REQUIRED QUALIFICATIONS:

Education:

Bachelor's degree

Work Experience:

Five (5) years of directly related experience

Any combination of relevant education and experience may be substituted on a year-for-year basis.

COMPENSATION & BENEFITS

Minimum Hiring Salary: $35.37

Dependent upon experience, qualifications, and successful completion of any applicable job training

Full Hourly Range: $35.37 - 61.01 USD

Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Salary placement is typically between the minimum and mid-point of the salary range.
