Position Description

Anne Arundel County Government is looking to fill a Full-Time, Permanent, Community Case Management Program Specialist (Program Specialist I) in the Department of Health.

NATURE AND VARIETY OF WORK

The Community Case Management Program Specialist plans, directs, manages, coordinates, and monitors the overall operations of the Community Case Management Program. This is achieved by constant evaluation and assessment to determine if the program objectives and goals are being met. The position requires knowledge of substance use, mental health, and community resources.

The work is primarily sedentary, is performed in an office environment, and presents no significant hazards. Employees may have supervisory responsibilities.

Examples of Duties and Knowledge, Skills and Abilities

Provides the direct supervision of the Community Case Management staff.

Monitors and evaluates the work assignments, case files, service referrals, and provision of resources for clients to ensure appropriate, effective, and economical utilization.

Serves as a liaison and provides clinical and technical assistance to the Judiciary, the State's Attorney's Office, Office of the Public Defender, Detention Center Staff, Parole and Probation and coordinating services, determining the appropriateness of treatment, service referrals, and drug test methods. Recommends programmatic changes in response to evaluation, best practices, and community needs.

Monitor both Welligent status reports and SMART progress reports entered in by staff to ensure complete case files.

Prepares regular program reports to supervisors, including performance indicators, expenditure data, and other reports as required. To work with other BH Administration and Bureau programs to ensure high-quality service delivery throughout the continuum of care.

Research and evaluate products and vendors to determine the most appropriate, economical, and efficient use of needed products such as drug tests, equipment, and supplies.

Utilize the internet, trade publications, training, conferences, and other sources of information to research resources, new treatment techniques, new technologies, and training opportunities to ensure that staff remains knowledgeable, skilled, and informed.

Responds to call-down drills or actual emergency events as soon as possible regardless of when a message is received. Employee may be designated as an emergency essential employee at the time of an emergency. This means that an employee may be required to report to work or remain at work to continue operations during an emergency. The Health Officer may excuse or require the employee's presence as circumstances and conditions warrant

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the program areas related to the department/agency to which the position is assigned.

General understanding of applicable County, State, and/or Federal regulations and procedures, as required.

Knowledge of contract, administration, and monitoring, as required.

Ability to prepare, interpret, and evaluate program proposals and modifications.

Ability to communicate effectively, both orally and in writing.

Ability to deal tactfully, effectively, and equitably with people.

Ability to attend meetings or perform work at locations outside the office, if necessary.

Minimum Qualifications

Education: Graduation from an accredited four-year college or university.

Experience: One (1) or more years of *program/specialization area directly related to the assignment of the position.

Note: Program/Specialization area is defined as experience in substance use, mental health, and community resources.

Note: Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement.

Supplemental Qualifications

Preference will be given to candidates who possess the following:

1.Knowledge and experience in working with individuals with criminal justice involvement.

2.Two (2) or more years providing behavioral health services to individuals with substance use disorders.

3.Two (2) or more years of experience in clinical/administrative supervision and development.

4.Experience interacting clinically with agencies and other service providers.

5.Independently licensed by the Maryland Board of Professional Counselors or the Maryland Board of Social Work Examiners (LCSW-C, LMSW, LCPC, LCADC, LGADC, LGPC, or CAC-AD).

6.Approved supervisor with the Maryland Board of Professional Counselors and Therapists.
