General Statement of Duties

The Communications Technology Section of Public Works Maintenance has openings for two positions. One position is a Communications Technician 1/2 which is a flex position and can be filled at either level depending on the knowledge, skills, and abilities of the applicant. If filled at the Communication Technician 1 level, once defined skill levels have been reached, positions are usually flexed to the Communications Technician 2 level. The other position is a Communications Technician Lead.

Communications Technician Lead: Plans, coordinates, and performs a variety of advanced skilled technical communications service activities for the City's internal Public Safety agencies, external Public agency partners, the Regional Lane County District 911 Communication Center, and other divisions/departments within the City of Eugene; these responsibilities include analysis, maintenance, enhancement and replacement of existing communication infrastructures, networks, equipment, and software; including mobile, portable and fixed-station communications equipment as well as knowledge of FCC regulatory requirements pertaining to LMR Systems and/or other communication platforms. Other key responsibilities also include providing a high level of customer service and leadership for internal and external partners and leading the daily work of other radio communication staff.

Communications Technician 1/2 - Performs a variety of skilled technical communications services activities for the City's Public Safety agencies, external Public agency partners, the Regional Lane County District 911 Communication Center, and other divisions/departments within the city of Eugene; these responsibilities including, analysis, maintenance, enhancement and replacement of existing communication infrastructures, networks, equipment, and software; including mobile, portable and fixed-station communications equipment such as conventional/trunked/simulcast LMR systems, short haul and long haul microwave platforms, mobile communication systems, IP telecom systems, communication system networks and public address systems.

Hourly rate - $28.84 - $35.93

Communications Technician 2 - Communications Technician 1

Communications Technician 2 - Hourly rate - $26.38 - $32.90

Communications Technician 1 - Hourly rate - $24.16 - $30.12

Minimum Qualifications:

Experience and Training Guidelines

  • Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

Communications Technician

  • Lead:

Experience:

Six years of current full-time experience in the troubleshooting and repair of communication / electronic equipment.

Training:

Completion of a two-year electronic or technical program from an accredited trade school, college or university; OR

Completion of a MOS/AFSC technical training courses from an accredited radio or electronics system repair support level military school; OR

Completion of a course of study or training program in radio and telecommunications electronics as offered either by an educational institution, military service, or through an internal company-training course such as Motorola Technical courses.

License or certificate:

Possession of or have the ability to obtain within twelve months of appointment the following:

  • iNARTE Master Technician certification (iNARTE Master Technician certification is desirable)

  • ETA (Electronics Technician Association) International Communications Site Installer Certification

  • General FCC radio/telephone operator's license or equivalent.

Communication Technician 2:

Experience:

Four years of current full-time experience in the troubleshooting and repair of communication / electronic equipment.

Training:

Completion of a two-year electronic or technical program from an accredited trade school, college or university; OR

Completion of a MOS/AFSC technical training courses from an accredited radio or electronics system repair support level military school; OR

Completion of a course of study or training program in radio and telecommunications electronics as offered either by an educational institution, military service, or through an internal company-training course such as Motorola Technical courses.

License or Certificate:

Possession of or have the ability to obtain within twelve months of appointment the following:

  • ETA (Electronics Technician Association) International Senior Technician Certification or iNARTE Senior Technician certification.

  • General FCC radio/telephone operator's license or equivalent.

Communication Technician 1:

Experience:

Two years of current full-time experience in the troubleshooting and repair of communication/electronic equipment.

Training:

Completion of a two-year electronic or technical program from an accredited trade school, college or university; OR

Completion of a MOS/AFSC technical training courses from an accredited radio or electronics system repair support level military school, OR

Completion of a course of study or training program in radio and telecommunications electronics as offered either by an educational institution, military service, or through an internal company-training course such as Motorola Technical courses.

License or Certificate:

Possession of or have the ability to obtain within twelve months of appointment the following:

  • ETA (Electronics Technician Association) International Journeyman Technician Certification or iNARTE Senior Technician certification.

  • General FCC radio/telephone operator's license or equivalent.

All positions require:

License or Certificate:

A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355). Selection Process

Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. In addition, background investigations and records checks may be required. Some positions also require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Applicants selected to continue in the process will be notified within two-three weeks after the posting deadline.
