Job Summary:
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
This position is located in the Business Continuity and Disaster Recovery (BC/DR) business unit. BC/DR provides business continuity planning, contingency response, and continuity of operations support, as well as improvements and enhancements to technical infrastructure, systems, information security, emergency communications, and business continuity capabilities of the House. This position serves as the Communications Manager in the Operations directorate.
BC/DR seeks a talented professional who has proven experience across business continuity, emergency notification communications, and communications security. Key responsibilities include providing senior-level continuity support to ensure the readiness of House secure communications capabilities; developing and implementing strategies for effective emergency notification communications; and coordinating with cross-functional teams to ensure timely and accurate dissemination of critical information in a continuity environment. The manager should be able to design, develop, and deliver communications plans, requisite training, and orientations of secure and emergency notification communications House capabilities under the guidance and oversight of BC/DR leadership.
This position has day-to-day supervisory/managerial responsibilities.
Major Duties/Responsibilities:
Provides senior-level continuity support for BC/DR sites and assets to ensure readiness of House secure and emergency notification communications capabilities.
Oversees the writing and organization of technical procedures, operations plans, and standard operating procedures for secure and emergency notification communications programs.
Provides technical and planning guidance and expertise; develops and maintains relevant communications plans, reports, and briefings for senior CAO and House leadership.
Lead and manage the communications security (COMSEC) team, ensuring the protection of COMSEC material and limits access to individuals with requisite clearance(s) and a valid need to know.
Oversees the training, support, and assistance users require with keying material and COMSEC equipment acquisition, installation, keying, and maintenance as required.
Manages the activation, deactivation, and maintenance of other contingency (non-COMSEC) communications equipment such as satellite phones, WPS, and GETS cards.
Oversees the maintenance and administration of emergency notification systems to include the processing and importation of election move data and updates as necessary to maintain data accuracy and integrity.
Directs the development and periodic update of all processes and procedural documentation for CAO administered emergency notification systems.
Liaises with external entities on secure and emergency notification communications matters, including U.S. Capitol Police, the U.S. Senate, and the Architect of the Capitol.
Supports the development of secure and emergency notification communications plans and procedures to support National Special Security Events (NSSEs) affecting Capitol Hill, or locations where a substantial presence of House Members are gathered.
Participates in Continuity of Operations and Continuity of Government Exercises to support House readiness.
Supports CAO deployments in support of NSSEs, including (but not limited to) State of the Union Addresses, Presidential Inaugurations, and State Funerals.
Performs other official duties and special projects as assigned.

Qualifications
Qualifications:
Minimum 5-7 years of relevant experience.
Bachelor's degree in related field.
Knowledge of principles and best practices related to secure communications in a contingency environment.
Knowledge of principles and best practices related to emergency notification communications in a contingency environment.
Knowledge of principles and best practices as outlined in the National Security Agency/Central Security Service Policy 3-16 "Control of Communications Security Material" is desired.
Ability to communicate effectively to senior officials in the Legislative branch (both orally and in writing) as well as the ability to follow oral and written instructions.
Knowledge of Microsoft Office Suite, Office 365 Services, and Adobe Acrobat.
Skill in consultation, outreach, presentation, coordination, and relationship management.
Skill in analysis, documentation, and record/asset management.
Ability to recognize and deal with politically sensitive issues in both technical and legislative environments. Ideal candidate will be seen as a consensus builder, finding ways to get to "yes".
Must be willing to occasionally travel, potentially with limited notice, and perform contingency operations. This would include the ability to lift (up to 50 pounds) and load equipment.
Must have and be able to maintain a Top-Secret security clearance with SCI eligibility.
Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
