POSITION TITLE: Communications and IT Technical Administrator

REPORTS TO: Assistant Fire Chief

SUPERVISES: N/A

WAGE RANGE: 32.58 - 45.21

PURPOSE OF POSITION: Responsible for planning, performing, coordinating, and monitoring the installation, implementation and maintenance of the Cities communication and technical IT support systems and technology within the Cities network, including the telephone, computer network, access control system, security camera systems, mobile and portable radios, emergency generators, cellular phones and the civil defense warning siren system.

Responsible for assisting when needed maintenance of the 800 MHz and back-up radio communications system within the City and surrounding communities. An incumbent will be required to perform duties on an on-call basis, as needed.

ESSENTIAL FUNCTIONS:

Responsible for monitoring and evaluating the City communication needs, including telephone, and radio systems, security camera system, access control systems and making recommendations for communications equipment to ensure the efficient provision of services.

Coordinates, installs, maintains, replaces, or repairs communications systems and equipment; identifies and corrects technical and equipment problems, or forwards to appropriate source of resolution.

Coordinates and maintains the city's emergency generators for both buildings and portables to make sure they are fully functional and prepare them for winter operation with the appropriate amount of fuel stabilizer and anti gel. Works with vendors to schedule the yearly load bank and service

Administers and resolves technical issues with the IT network system for the city's controlled access systems.

Administrators the controlled access system used by the City to include adding , removing, holiday schedules , changing the backup batteries, repairing or replacing readers adding new door readers and keeping the data base up to date and backed upped .

Administers and resolves technical issues with the IT network system for fire department station alerting system.

Administers and resolves technical issues with the IT network system for the Cities building security system.

Coordinates, directs, monitors and evaluates the installation, maintenance or replacement of communications systems and equipment that needs to be outsourced.

Work with architects and contractors on new or upgrading building projects and designs for IT cabling, security camera system and access control systems.

Develops, implements, and administers various training programs in the use and function of the cities communication systems and related equipment.

Responsible for coordinating with city and county elected and appointed officials about various aspects of the City communication systems, including, but not limited to, system equipment and/or facility requirements, capabilities and compatibility.

Responsible for performing system checks in order to evaluate system reliability and dependability under various conditions; identifies system vulnerabilities and backup capabilities.

Responsible for assisting in maintenance of the conventional radio communications and trucking systems in coordination with the 800 MHz radio system.

Performs and/or coordinates the design of the mobile data computer system; programs, installs, and maintains the mobile data computer system radio transmitters.

Performs programming adjustments, minor repair and maintenance of civil defense siren radio receivers as needed; oversees major repairs and new installations.

Evaluates total Cities radio system capabilities to ensure communication between the primary and alternate communications centers and every city individual user works throughout the county.

Receives requests for reconfiguration of talk group assignments from users; performs needs assessment to determine appropriateness of requests; reconfigures talk group assignments and reprograms mobile and portable radios to reflect necessary changes. Builds programing fleet maps and tracks security keys in all City mobiles and portables.

Maintains a very high levels of confidentiality when dealing with confidential and sensitive information.

Assists each department in the city in the preparation of the communications part of their budgets.

Operates standard office equipment in the performance of job duties, including, but not limited to, personal computer, copier, fax machine, and communications equipment.

Attends seminars and conferences to maintain knowledge of current trends and developments in communications technology. Attends various meetings pertaining to the communications systems, answers inquiries, and makes recommendations pertaining to the functions of the communications systems.

Answers inquiries and receives complaints for all communications systems; resolves the situation or refers individuals to the appropriate source for resolution.

Orders and installs new telephones, services and systems; repairs telephones or forwards repairs to appropriate sources, as needed; responsible for serving as liaison with vendors.

Prepares and maintains various reports and records pertaining to City communications and technology systems including, but not limited to, the documentation of equipment serial numbers,maintenance activities, equipment repairs and replacements, equipment orders and installations, finances and expenses.

Coordinates, maintains, replaces and repairs the City's electronic access system.

Responsible for maintaining fire department Mobile Data Computers, Hot Spot, Broadband Cards, Premier MDC and Mapping Software, high speed data modems and cabling.

Identifies replacement cycles and orders new equipment. Works with hardware vendor to troubleshoot and repair MDC's.

Maintains the Mobile Command Post Technical Equipment and participates as of a member of the Unit.

Provides hardware and software support for the City.

Provides support for Bring Your Own Device technology. Examples include smartphones, tablets, and knowledge of the various operating systems that are installed on those devices, i.e. city emails

Installs and supports numerous software applications used by the City.

Works closely with Sarpy IT on any issues related to the cities infrastructure.

Maintains City's CCTV cameras and Coordinates with security company for warranty repairs.

Assist with Time Clock installs and maintenance for HR.

ESSENTIAL KNOWLEDGE, EXPERIENCE AND ABILITY:

Knowledge of and ability to diagnose, problem solve and repair IT infrastructures.

Knowledge of the range, frequency and broadcast capabilities of both conventional and 800 MHz communication system equipment.

Knowledge of the mechanical, electrical and technical functions of communication systems and vehicle electrical systems.

Ability to understand and use a variety of high-end service monitors and diagnostic tools to repair and diagnose radio and IT infrastructure problems.

Knowledge of the requirements and regulations associated with governmental purchasing.

Knowledge of and ability to interpret the daily and emergency operations of communications systems and the theories and practical applications of various communication systems.

Knowledge of civil defense warning system siren technology.

Knowledge of and ability to read and interpret coverage maps pertaining to county-wide communications.

Knowledge of and familiarity with the geography and topography of the county.

Knowledge of simulcast philosophy, including the Sarpy County three-site simulcast system.

Knowledge of the technical concepts of the cities telephone infrastructure.

Knowledge of and the ability to apply methods, techniques and practices utilized in testing radio equipment and telephones.

Knowledge of database systems and management.

Knowledge of network infrastructure.

Knowledge of video systems and cabling structure.

Knowledge of operating systems, applications software, and computer hardware.

Knowledge of station alerting and G2 app for fire EMS paging.

Knowledge of the technical concepts of mobile data computer system and design.

Knowledge of and the ability to program 800 MHz mobile and portable radios, civil defense siren radio receivers.

Knowledge of and ability to perform input and retrieval functions utilizing a variety of computer programs pertaining to the duties performed.

Knowledge of and ability to utilize the English language, proper grammar, vocabulary, spelling and punctuation.

Ability to prepare and maintain accurate and detailed departmental records and reports and other various departmental documents.

Ability to maintain high levels of confidentiality.

Ability to perform mathematical calculations in the performance of job duties.

Ability to deal with the general public in a courteous and tactful manner.

ESSENTIAL EDUCATION, CERTIFICATION AND/OR LICENSES:

Must possess a valid driver's license at time of hire and maintain throughout the course of employment.

Must possess a high school diploma or GED equivalent.

Experience setting up a network and building a computer preferred.

Infrastructure Systems Degree preferred.
