Position Overview

The overall purpose of the Visual Media Designer will be to assist in the efforts to disseminate health-related information and initiatives to the general public, build and maintain a positive public image for the agency, engage with the public and key stakeholders, and ensure clear and timely communication of public health initiatives, emergencies, and guidelines by providing graphic designs for various campaigns and messaging. This role plays a vital part in the creation of public health awareness campaign graphics to be more widely received by a variety of audiences to continue the agency's efforts of building public trust, and advancing the agency's public health mission.

The Department will identify a contractor to serve as the Visual Media Designer for the Illinois Department of Public Health for the IT project activities. To improve the department's operations and analysis of health data, the agency will procure, upgrade/maintain communication technologies needed to interact with community residents in a timely manner, as well as establish and maintain ability to transmit and receive communications to and from the public on a 24/7 basis. The contractor will work with partners in creating visually compelling graphics and designs to effectively communicate public health messages, initiatives, and information to various stakeholders and the general public through multiple methods, languages, and media to a variety of audiences.

Job Responsibilities

1.Create or refine the visual identity of the agency including logos, color schemes, typography, and brand guidelines to ensure consistency across all communication materials.

2.Design brochures, flyers, posters, banners, infographics, logos, and other print materials for public health campaigns, events, promotional materials and informational purposes.

3.Design, create and photograph graphics for websites, social media platforms, email newsletters, and digital advertisements to effectively communicate public health messages online.

4.Create visually appealing and easy-to-understand charts, graphs, and maps to present public health data and statistics in reports, presentations, and other materials.

5.Develop custom illustrations and icons to enhance the visual appeal and clarity of public health materials, such as depicting healthy behaviors, pathogens, or medical procedures.

6.Design interactive elements for websites, apps, or presentations to engage the audience and facilitate user interaction with public health information.

7.Ensure that all design materials meet accessibility standards to make them usable by individuals with disabilities, including considerations for color contrast, text size, and alternative text for images.

8.Collaborate with other departments or external partners to understand their communication needs and providing expert advice on design strategies to effectively convey public health messages on various projects, including the public health infrastructure grant (PHIG).

9.Assist in the creation of content by providing visual assets or design support for articles, reports, presentations, and other communication materials related to public health initiatives.



  1. Incorporate feedback from stakeholders, including public health experts, community members, and agency leadership, to refine and improve the visual communication materials produced by the agency.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college in Communications, Marketing, Public Administration, Public Relations, or a related field.

  • 3-5 years of experience implementing graphic design strategies that includes media and social media content creation.

  • 4+ years of experience in communications.

  • 4+ years of experience creating video graphics from concept through delivery and promotion.

  • 3+ years creating, developing, implementing, and executing successful graphic designs for public health campaigns.

  • Excellent organizations skills.

  • Proficient in Microsoft Office.

Preferred Qualifications

  • Excellent written and verbal communication skills, press releases, and communication materials.

  • Proficiency in building and maintaining relationships with journalists and media outlets, as well as handling media inquiries and interviews.

  • The ability to assist crisis communication plans and communicate effectively during health emergencies and crises.

  • A solid understanding of public health principles, to accurately convey health information to the public.

  • Skills in engaging with diverse communities, understanding their needs, and building partnerships with local organizations and leaders.

  • Experience in planning and executing graphics and content for health-related events, workshops, and public awareness campaigns.

  • Sensitivity to cultural differences and the ability to tailor messages and initiatives to diverse populations.

  • Effective problem-solving skills to address public concerns, manage crises, and find creative solutions to communication challenges.

  • Collaborative skills to work with colleagues, other agencies, and stakeholders to achieve common public health goals.

  • Understanding of ethical considerations and legal regulations related to public health communication and patient confidentiality.

  • Organizational skills to manage multiple projects, budgets, and deadlines effectively.
