Common Access Card Mobile Assistance Team (CACMAT) Manager, DEERS/RAPIDS Army Project Office

Overview: SRI issues Identification Cards and Common Access Cards (CAC), with Public Key Infrastructure (PKI), and provides program support services for the United States Army Project Office (APO). The APO serves as the uniformed services executive agent regarding the Defense Enrollment Reporting System (DEERS), the Real-Time Automated Personnel Identification System (RAPIDS), and Identification Cards. The APO assists the United States Army staff with development of Army Identification Card policy, developing personnel procedural guidelines, and assisting in publishing AR 600-8-14. The APO implements Department of Defense policy and procedures to all Army inquiries regarding DEERS enrollment, ID Card policy, and procedural interpretations.

Duties/Responsibilities

  • Responsible for the supervision and overall management of the Common Access Mobile Assistance Team (CACMAT) in support of DEERS/RAPIDS operations at military installation across the United States and overseas.

  • Leads a team of four CACMAT Inspectors.

  • Conduct CACMAT inspections and assistance team visits throughout the United States and overseas.

  • Analyze Army Identification Card site performance using an Observation/Assessment Checklist and staffing history to identify sites that demonstrate best practices or sub-standard performance.

  • Emphasize specific security concerns regarding sponsor privacy, Common Access Card (CAC) cardstock and consumable materials, and the importance of following proper biometric capture procedures.

  • Provide on-site DEERS/RAPIDS training as needed for SSMs and VOs.

  • Travel to Army ID Card sites to conduct periodic on-site evaluations, training, and assistance as on-call position: notification of travel may be given at any time.

  • Implement training and awareness for RAPIDS security and incorporate this training into the overall unit security and RAPIDS training programs.

  • Ensure unit's contingency plans incorporate RAPIDS requirements.

  • Review the system audit trail and investigate thoroughly any security violations, in coordination with the Security Manager.

  • Immediately report any information system security incidents discovered regarding RAPIDS in accordance with Incident Response Plan.

  • Report incidents to the Identification Card Administration Army DEERS/ID Card Project Officer.

  • Immediately report any attempt to gain unauthorized access to sensitive defense information, any system failure, or any suspected defect that could lead to unauthorized disclosure.

  • When not on a CACMAT site assessment travel, assist the Army Project Office with DEERS/ID Card case work.

  • Will perform duties as Verifying Officials (VOs) at Army ID Card sites as required.

Required Skills/Abilities

  • Must be among the most qualified DEERS/RAPIDS operators, Verifying Official (VO) certified and have previously worked as a Site Security Manager for at least two years.

  • Must be a subject matter expert in DEERS/RAPIDS/CAC policies and CACMAT inspection procedures. This includes knowledge of standing operating procedures and the ability to understand, comprehend, and interpret printed regulations, detailed written orders, operating procedures, and training instructions.

  • Previous management experience is preferred.

  • Must possess excellent briefing skills and be able to present to Senior Officials.

  • Excellent verbal and written communications skills.

  • Must speak, read, and comprehend English.

  • Must possess sound organizational skills.

  • Proficient in Microsoft Office - Power Point, Excel, Word, Access.

  • Must possess excellent customer service skills with the ability to interact with others in a professional manner.

  • Requires B.A./B.S. degree.

  • Must be a US Citizen.

  • Local and long-distance travel is required. Candidate must be able to travel at a moment's notice and for extended periods of time, when needed.
