Commercial Transformation Management Program Operations Consultant, Mid

Key Role:

Work on impactful and leading-edge Cybersecurity transformation engagements for top-tier commercial clients that deliver significant competitive advantages and differentiated Cybersecurity capabilities. Lead and manage complex enterprise transformation projects aimed at establishing and enhancing Cybersecurity capabilities to protect organizations from current and future Cybersecurity threats. Oversee and manage the day-to-day operations of security transformations and high visibility programs for global clients, including establishing and managing complex deployment schedules, managing vendor project execution and performance reporting processes, leading the analysis of risk management and budget management efforts, and communicating results to client leadership. Facilitate and lead client and team meetings, interviews, and workshops, including visioning and Cyber program design sessions. Develop project prioritization strategies and build comprehensive business cases, including supporting briefings and narratives to guide executive level investments in Cybersecurity. Participate in a collaborative team environment and a dynamic client environment. Work with clients, stakeholders, and Booz Allen leaders within cross-functional teams that deliver results, and work on Cyber analytics or digital transformations. We are hiring nationally but this position does require up to 80% travel to client locations throughout the US.

Basic Qualifications:

  • 5+ years of experience with strategy or management consulting for commercial clients

  • Experience in leading complex, large-scale transformation programs, including building and applying program management tools and metrics to organize, track, and accelerate work across teams with blended capabilities and diverse priorities

  • Experience with project management tools, including Microsoft Project or Smartsheets

  • Experience with standing up a program work breakdown structure and schedule and managing a program through execution

  • Experience with different risk management frameworks and how to effectively communicate through a risk-based lens

  • Experience with operating in multi-vendor environments and in some cases, loosely defined and evolving scope

  • Experience with creating and coordinating implementation of program knowledge management frameworks

  • Ability to travel between 50-80% of the time

  • BA or BSdegree

Additional Qualifications:

  • 2+ years of experience in the Cybersecurity field, including operational technology or industrial controls systems

  • Experience with using common and emerging Cybersecurity-relevant technologies and tools to guide organizations in the adoption of new technologies, including informing stakeholder discussions and business strategy decisions

  • Experience as a Scrum Master or release train engineer

  • Experience with communicating to and adjusting messaging for audiences at various levels, ranging from technical delivery teams to executives, including driving theme driven storyboarding, conducting briefings, and leading client- and team-based discussions to build consensus

  • Experience with visual design or representing ideas visually

  • Knowledge of human-centered design tactics and techniques to inform program design or design thinking certification

  • Knowledge of Cybersecurity and Cyber standards and frameworks, including NIST

  • Ability to employ Agile practices in the context of implementing a transformation, including deploying SAFe framework

  • Possession of excellent problem-solving and critical thinking skills

  • MA, MS, or MBA degreepreferred

  • Agile Certification, including CSM, ICAgile-ICP, ICAgile-ATF, ICAgile-APM, PMI-ACP

The DHS S&T Directorate is the primary research and development arm of the DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders to protect the homeland. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE). Conduct all aspects of external collaborations with strategic partners, including private industries, academic institutions, intelligence community, and government. Able to identify opportunities, negotiate contracts and ensure appropriate DHS stakeholder buy-in and support for collaborations to accelerate technologies for private and public use. Focus on potential manufacturing companies and technology that may support manufacturing.Work with DHS S&T leadership to develop strategic areas of focus for research, create research strategies and develop business plans for specific opportunities. Understand the technology transfer process and assist with developing and implementing a technology transfer process, including ability to identify early stage innovation and develop a business framework for these early opportunities. Build and maintain relationships with key internal stakeholders in DHS and strategic partners. Leading cross functional teams evaluating and conducting due diligence on identified opportunities. Program Management Support Tasks: Recommend and advise on program development and administration, to include improvements and optimization, through review of materials and discussion Program Manager (PM). Prepare draft project-related programmatic and technical slide presentations, white papers, and other documentation to support meetings, customer briefings, technical reviews, and presentations to senior leadership;Develop program documentation for unique S&T events and processes such as fact sheets/one pagers, as required;In consultation with the PM and in coordination with the appropriate S&T and DHS communications and outreach teams, make recommendations and develop draft messaging for timely and appropriate internal and external communications;Assist with budget development, execution and tracking. Specifically, the contractor shall assist the PM with development and maintenance of the current and out-year budgets and spend plans, updating the documents as new efforts start and older efforts complete; Provide project financial documentation to the PM, in accordance with established guidance and policy. Documentation should include tracking of funding execution (e.g. commitments, obligations, and expenditures) of awarded; Assist with preparing, routing and archiving of procurement requisition (PR) documents, in accordance with established guidance and policy, and all program and technical related documentation. The Contractor shall follow all Federal and DHS procurement and procedures, including applicable non-disclosure requirements;Ensure compliance of research efforts with applicable policies and regulations, particularly with unique DHS S&T research requirements such as developing Privacy Threshold Assessments or more broad regulations such as International Trafficking in Arms Regulations and Export Administration Regulations; Attend program and technical meetings as required. These meetings shall include contract status meetings with performers, meetings with other government agencies working in the space, engagements with industry partners, and technical working groups. Provide meeting minutes to PM two business days after the meeting shall capture attendees list, relevant discussion items and action items; Be conversant in program details for discussion, both verbal and written, on programs, details of specific projects and processes for current and potential performers, customers, and program partners; andAssist the Program Manager by supporting the development of constructive relationships with program stakeholders across the Federal government, to include within DHS and outside of DHS. Administrative Tasks: Maintain organized and logical files for all necessary program, project and performer documentation, including electronic and hard copy; Coordinate, organize, attend, and facilitate program reviews, site visits, and technical workshops as needed. The contractor shall coordinate scheduling with all required participants, provide logistical requirements to attendees, assist PM with development of any necessary materials, and capture meeting minutes;Assist with other data call responses (except those related to the drafting of Congressional testimony, responses to Congressional correspondence, or responses to audits reports);Assist with assorted level tasks to include, but not limited to:The creation of division level documents (i.e. Annual Reports, Strategies); The development of budget write-ups (i.e. Congressional Justifications); andPreparation for, and conduct of, sponsored meetings and conferences. Qualifications Bachelors degree in a technical, business, or related discipline is required. A Master's Degree is desired. * Minimum of 3 years of experience is required.
