ABOUT THIS POSITION

Approximately 48 million passengers traveled through Phoenix Sky Harbor International Airport in 2023, one of the busiest airports in the country in the nation's 5th largest city. Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which, is operated by the City of Phoenix Aviation Department and has an economic impact of $38 billion annually.

The City of Phoenix Aviation Department is seeking a results-oriented professional to serve as the Commercial Real Estate Program Manager for the Commercial Real Estate in the Business & Properties division. Aviation Business and Properties (B&P) is comprised of four section teams: Airline and Agency Affairs; Concessions; Parking Services and Rental Car Center; and Commercial Real Estate. The division is responsible for the management of business relationships with airline tenants and aviation agency affairs, revenue generation through the concessions program; airport parking facilities and rental cars; leasing of commercial properties and property management; and airport real estate land development. Collectively, these sections are responsible for revenue portfolio totaling approximately $380 + million annually.

The Commercial Real Estate Section is in charge of property management of Aviation real estate properties in the Phoenix Airport system which includes Phoenix Sky Harbor International Airport, Phoenix Goodyear Airport, Phoenix Deer Valley Airport, and over 800 off-Airport properties. The Commercial Real Estate Program Manager position negotiates, drafts, and finalizes complex ground leases and related agreements such as letters of intent, memorandum of understanding, development agreements, estoppels, licenses, sublease consents and assignments, and coordinates execution completion of lease documents. This position also evaluates and develops recommendations regarding business proposals, and inspects leased airport properties for compliance with terms and conditions. This position performs research pertaining to utilization of airport properties and compiles information on market rental rates for management. The Program Manger interacts with private sector businesses, consultants, engineers, architects, attorney, government entities, utility companies, the public, and other Phoenix City Department managers, and staff.

This position supervises professional consultants as assigned and may supervise other professional and/or paraprofessional staff as assigned. This is a professional supervisory-level position requiring interpersonal skills, business writing skills, analytical and critical thinking skills, financial and statistical data interpretation, supervision skills, and real estate/airport property contract leasing and negotiation skills. The selected candidate will be required to function in a fast-paced airport business environment.

IDEAL CANDIDATE

  • Proficient in Microsoft Office 365.

  • Familiar with SAP Enterprise software database.

  • Demonstrated success leading and supervising one or more employees.

  • Strong understanding of FAA regulations, aviation business principles, state statutes, and city ordinances.

  • Excellent communication skills, strong interpersonal and business writing skills, public speaking, and presentation skills.

Ability to:

  • Take initiative and work independently.

  • Work outside and walk significant distances through airport terminals and vacant land.

  • Accept responsibility, exercise logical judgement, and work in a fast-paced environment.

  • Effectively develop and manage relationships with diverse group of customers, tenants, and stakeholders.

  • Establish and maintain effective and professional working relationships with co-workers at all levels of the organization.

  • Identify and analyze problems, uses sound reasoning to arrive at conclusions, find alternative solutions to complex problems, and make sound recommendations.

Knowledge of:

  • Techniques for contracting or procurement.

  • Property management principles and practices including appraisal, condemnation law, real estate acquisitions, and leasing.

  • F ederal, state, and local laws, rules and regulations, and policies related to the use and management of airport properties, airport land development and leasing of facilities.

SALARY

Pay Range: $86,590 to $134,326 annually.

Hiring Range: $86,590 to $116,022 annually.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Public Administration, Business Administration, Project Management, or a related field.

  • Five years of professional experience in program and project management, preferably within a government or public sector environment.

  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Experience preparing written business reports.

  • Experience working with Legistar report software.

  • Experience in management or demonstrated decision-making authority for commercial property management.

  • Experience in aviation properties, airport real estate, property management, real estate development, and or real estate leasing.

  • Experience managing the work of professional contractors and/or consultants or supervising professional or paraprofessional staff.

  • Experience negotiating and executing ground leases, development agreements, facility leases, estoppels, and/or licenses at a large-hub airport.
