Position Title: Commercial Loan Review Officer

Reports To: SVP Loan Review and Credit Risk Manager

Direct Reports: N/A

Salary Grade: 18

SUMMARY:

To provide an objective appraisal to bank management of loans and applications for

credit in order to identify potential loan problems and to ensure compliance with established loan policies, procedures, and

federal regulations.

JOB REQUIREMENTS:

  • College degree in business field

(accounting, finance) preferred

  • Minimum three to five years'

experience in a loan review position preferred

  • Minimum three to five years'

experience in a commercial or corporate lending position preferred

  • Understanding of the current United

Community Bank Loan Policy

  • Thorough knowledge of lending laws and

pertinent regulations

  • Ability to perform large and small

loan/line relationship reviews

  • Strong analytical, technical, and

statistical skills

  • Sound working knowledge of accounting

principles and financial statements

  • Ability to create reports of review

findings

  • Capability to effectively present

information and respond to questions from lenders, Bank Management,

and/or regulatory officials

  • Interact and communicate effectively

(verbal or in written form) with personnel at all levels of the

organization and the auditors and outside regulators

  • Demonstrate the ability to be flexible

and to be able to prioritize and handle multiple projects

  • Satisfactory working knowledge of

Microsoft Excel, Word and Access (specifically Loan Review database

input)

  • Participate and complete all required compliance training,

including Bank Secrecy Act/anti-money laundering training, as well as

internal and external training programs, online training, meetings, and

seminars/conferences, etc.

JOB FUNCTIONS:

  • Provides input for selection and review of loans for commercial lines

of business, retail lines of business, and for targeted reviews

  • Performs regular loan portfolio reviews based on risk and/or size of

all credit types (Commercial, residential, equipment, Small Business

Administration, mortgage, HELOC, participations, etc.) that cover the following

areas:

Asset Quality Ensuring

that acceptable credit standards are maintained (confirms lien perfection,

repayment ability, collateral, etc.)

Documentation Ensuring

that loans conform to established bank lending policies and procedures and that

required documents have been obtained and are thorough and accurate

Compliance Ensuring

conformance to relevant state and federal laws and regulations

  • Ensures the creditworthiness of the loan portfolio, looking for changes

that merit a review of lending practices and/or an adverse asset classification

Validates the accuracy of

the loan risk rating

Identifies problem loans and

describes deficiencies to include:
1.Recommends final risk rating

changes to Loan Review Manager if changed to a Watchlist rating
2.Provides detailed

reasons/rationale for assigning differing and/or adverse risk ratings

Helps to identify and

evaluate portfolio trends with respect to delinquency, bankruptcy, demographic

and other factors

  • Provides input to the extent possible regarding bank loan processes to

include the loan approval process, policy exception reporting, covenant

tracking/monitoring, etc.

Provides feedback regarding

the adequacy and effectiveness of tracking systems, to include the annual review

tracking system

Determines if proper

approval procedures and loan authorities are adhered to

Reports trends noted and/or

makes suggestions for changes

Informs management of any

potential fraud opportunities and/or detection

  • Verifies quality, completeness and accuracy of supporting loan

documentation and analysis

Reviews files for

appraisals, deeds, UCC filings, perfection on liens, collateral evaluations and

valuations, etc.

Reviews financials and

related analysis to identify trends and debt service coverage performance

  • Prepares a summary of each loan review performed with supporting

analysis

  • Assists in the preparation of quarterly reporting

  • Assists in analyzing and assimilating data from external review or

portfolio management reports

  • Assists with any due diligence, specific portfolio review, or special

lending-related projects as directed by the Loan Review and Credit Risk Manager,

Chief Credit Officers or Chief Risk Officer of United Community Banks, Inc.

  • Performs any and all reasonable requests of the Loan Review and Credit

Risk Manager, Chief Credit Officers or Chief Risk Officer of United Community

Banks, Inc.

  • Perform other

duties as assigned

VIEW JOBS 4/11/2019 12:00:00 AM 2019-07-10T00:00 SUMMARY/OBJECTIVES Provides support to Private Bankers and/or Commercial Bankers with the management of their metro market loan portfolio via preparation of loan documents, funding process, credit file maintenance and coordination of loan closings. Provides an excellent client experience to prospects and clients and is responsible for problem solving, issue investigation and resolution. Acts as a gatekeeper to Bankers. Ensures the accuracy and uniformity of all legal and loan documents and minimizes the risk of loss to the Bank. Ensures that all loans are closed and maintained in accordance with State and Federal regulations and Bank policies and guidelines. ESSENTIAL FUNCTIONS * Provide support (filing, scanning, email / mail correspondence, etc.) to Bankers. Assists Bankers in development of cross-selling and other sales activities and opportunities when appropriate * Prepare loan closing packages according to guidelines established by the Bank in a timely and accurate manner; Reviews loan packages for accuracy prior to delivery to the Banker * Coordinate closings with bankers, attorneys, insurance agents and customers * Order title searches, UCC searches, appraisals and flood certifications as needed * Approve the disbursement of closing funds and issues loan proceeds checks and wires * Review closed and funded loans for document completions, ensures that loans are booked in a timely and accurate manner * Contact settlement agents, register of deeds and title insurance agencies to obtain post-purchase documentation as necessary. Maintains a tickler system on outstanding insurance policies and any other post-closing documentation (collateral and exception monitoring) and reports on status during weekly meetings * Prepare and process new accounts and fund transfers as related to loans. Maintains customer account records and performs basic service transactions such as address changes and accepting loan payments * Provide exceptional client service through offering assistance and responding to questions and requests for information for clients. Informs Bankers of pertinent information * Ensure the accuracy and uniformity of legal and loan documents, which minimizes the risk of loss to the Bank * Ensure loans are closed and maintained in accordance with regulatory requirements, as well as Bank policies and guidelines * Maintain financial statements/tax return reports, exception reports and insurance reports daily and updates loan officers monthly on any outstanding documents needed * Review Past Due reports, Balance Summary reports, Closed Account reports and alert Banker to any material changes or upcoming deadlines * Fund and authorize the release of loan funds based on loan approvals and contractual requirements * Remain knowledgeable of all State and Federal lending and documentation regulations as well as Bank policies and guidelines ensuring compliance * May be asked to coach, mentor or train others as a subject matter expert * May be asked to provide light administrative support to the Bankers you support * Provide back-up support to other Loan Assistants OTHER DUTIES * Accepts other duties as assigned. COMPETENCIES * Client service * General banking knowledge * General mathematic abilities QUALIFICATIONS AND EDUCATION REQUIREMENTS * Education: A high school diploma or equivalent is required. Bachelor's degree or additional course work in banking, finance or lending is an asset. * Experience: A minimum of two years of private, business or commercial banking support experience or client service experience preferably within a financial institution. Experience should include loan review, documentation, client service and compliance. * Knowledge: Must have a complete knowledge of all State and Federal lending regulations, as well as Bank policies and procedures. Must be knowledgeable of all Bank products and services. Must be well versed in insurance and documentation requirements for all loan products. An in-depth understanding of interest and payment calculations is essential. * Skills: Must have excellent verbal and written communication skills as well as well-developed client service skills. Excellent organizational, time management and administrative skills are required. Must be proficient in the use of basic office equipment with emphasis on typing, calculator and computer. Proficiency in the use of Microsoft Word, Excel and Outlook is required. TRAINING REQUIREMENTS/CLASSES Required annual compliance training. RECOMMENDED ADDITIONAL TRAINING New Employee Orientation SUPERVISORY RESPONSIBILITY This position has no supervisory responsibilities.
