Navarro Research and Engineering is recruiting for a Commercial Grade Dedication (CGD) Consultant in Piketon, OH.

Navarro is seeking a Commercial Grade Dedication (CGD) consultation by a Subject Matter Expert (SME) is requested to assure compliant and effective commercial grade dedication. The CGD plans are required to comply with NQA-1 requirements. Client engineers will assist the development of the CGD plans. The SME will create, seek input, schedule reviews and execute the plans with input from MCS engineers as needed. This statement of work describes the requirements for the SME consultation role.

  • Period of Performance will be through 9/30/2021
  • Position could be remote, but there would need to be a lot of deep cooperation with the personnel in Portsmouth. Possible site visits may be needed.
  • This position will be part time, but there may be some weeks possibly being full time, dependent on the work load.


The DUF4 Project is a nuclear facility at the Department of Energy (DOE) Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. The project involves the purchase of safety significant items and services.

Scope of Work

  • The SME will create, seek input, schedule reviews and execute the plans with input from MCS engineers as needed. Activities may include the following:
  • Seek input from MCS engineers in the development of plans
  • Verification that the item or service performs a safety function and meets the commercial grade dedication definition
  • Evaluate the critical characteristics and acceptance criteria specified
  • Evaluate the selection of dedication method(s) chosen for determining compliance with critical characteristic acceptance criteria
  • Evaluate CGD plans to assure they focus on safety function
  • Review equipment design specifications
  • Schedule meetings to review
  • Ensure the execution of CGD plans on DUF4 related items
  • Provide recommendations for improving the CGD plans


  • Bachelors degree in engineering or related field.
  • Senior level experience with DOE Commercial Grade Dedication (CGD).
  • Expert level knowledge of ASME NQA-1-2008, Quality Assurance Requirements for Nuclear Facility Applications with Addenda NQA-1a-2009. Part I requirements and Part II, Subpart 2.14, Quality Assurance Requirements for Commercial Grade Items and Services.
  • Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.

Under the supervision of the Training and Procedures Manager, responsibilities include consulting with organizational managers and subject matter experts to determine training needs and priorities; planning the development of new training or revisions of existing programs; establishing and maintaining contact with various education and training sources; updating, tracking and maintaining training information/records. Assist with procedure development, corrections and changes through the procedure process. Major Duties and Responsibilities: * Manage the training program to include strategy, planning, design, development, testing, implementation, and records. * Organize and develop, or obtain, and update training procedure manuals, guides and course materials in accordance with programmatic requirements. * Plan, develop, and implement training and staff development programs and personnel training requirements to ensure regulatory requirements are met. * Assist line management in the conduct of training needs analysis required by system modifications, procedure revisions, or changes to the Items Relied on For Safety described in the ISA Summary. * Support conducting training sessions and provide coordination of the overall schedule of required employee training. * Provide support for special projects and maintaining effective communication with the line organization, contractors and subcontractors, and Federal and State Officials (representing the DOE, NRC, DOT, OSHA, EPA, etc.) on matters of training compliance. * Distribute routine training status reports for the monitoring and tracking of past due training and associated restrictions for personnel. * Monitor, evaluate and record training activities and program effectiveness. * Support plant personnel through the procedure process as needed * Other duties as assigned Education and Experience Requirements Minimum Qualifications: * Bachelor's Degree or equivalent combination of education and experience * 5 years of experience with Training and Procedure programmatic administration * Experience with coordinating schedule activities * Proficiency in planning, development, support operations * Proficiency in MS Word, Excel, PowerPoint, and electronic databases Desired Qualifications: * 5 years of experience working in a nuclear regulated environment * Experience with records management and document control * Experience in conducting training and demonstrations * Experience conducting needs assessments and task analysis * Experience in procedure development "This position requires the successful candidate to obtain and maintain a Department of Energy (DOE) security clearance. Candidates for positions requiring a security clearance are required to be tested for the absence of any illegal drug as defined in 10 CFR 707.4 prior to an offer of employment being made.
