Under general supervision, supervises and leads work crews in the solid waste and recycling collection service for the Public Works Department.The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Assists in providing for the delivery of high quality solid waste and recycling collection services to the public, according to State law and City ordinances, policies, procedures and safety standards, may be required to operate various types of collection vehicles/equipment on an established route.

  • Supervises and inspects collection routes to ensure proper and efficient collection service, cleanliness and effective use of resources; prioritizes and assigns tasks; ensures that all safety rules and regulations are observed; conducts periodic counts of customer stops and designs routes to balance workloads.

  • Reviews work of assigned staff; instructs crew in the proper use and maintenance of equipment; works with employees to correct performance deficiencies; ensures compliance of City policies, procedures and standards.

  • Develops staff skills and conducts performance evaluations;  provides coaching and training for staff and coordinates safety training programs.

  • Operates a variety of trucks, equipment and hand tools in accordance with all safety regulations and procedures; inspects vehicles and equipment and maintains according to standards.

  • Performs administrative and payroll functions; orders materials and supplies and manages inventory; prepares daily activity and material usage reports; maintains records such as vehicle and equipment performance and inspection, solid waste and recycling tonnage collected and expiration and renewal of operators' driver's licenses.

  •  Responsible for planning and directing operational activities  including work scheduling, equipment maintenance, methods and procedures, special collection events and environmental programs.

  • Responds to emergency callouts resulting from severe weather, major accidents or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies.

  • Provides customer service; answers questions and concerns related to City projects; promptly and professionally investigates citizen complaints and service requests, and coordinates resolution of conflicts and disagreements; explains City codes and regulations.

  • Performs other duties as assigned or required.

High school diploma or GED, AND five (5) years experience in solid waste or recycling collection, including lead or supervisory experience, OR an equivalent combination of education and experience.  Supervisory experience preferred.

Required Licenses or Certifications:

  • Must possess a valid Class B Texas Commercial Driver's License (CDL).

  • City organization, operations, policies and procedures.

  • Materials, methods and techniques used in the collection and disposal of solid waste and recycling.

  • Principles and practices of administrative management, including personnel rules and supervision.

  • Principles of project management and records management.

  • OSHA safety rules and regulations, and safety standards in hazardous traffic environments.

  • Federal and state safety laws and regulations.

  • Local regional traffic patterns, road systems, and the locations of landmarks and buildings.

Required Skill in:

  • Safe and efficient operation and maintenance of trucks and equipment according to standard operating and safety procedures.

  • Identifying mechanical problems.

  • Promoting and enforcing safe work practices.

  • Assessing and prioritizing multiple tasks, projects and demands.

  • Establishing and maintaining cooperative working relationships with City employees and the public.

  • Supervising staff, and delegating tasks and authority.

  • Operating a personal computer utilizing a variety of business software including Microsoft Office.

Physical Demands / Work Environment:

  • Work is performed in an office environment and outdoors in all weather conditions with exposure to hazardous equipment, dust, damp/wet surfaces and high noise levels and extended periods of sitting, standing, walking, bending, reaching and driving; requires ability to climb, use fine motor skills and safely push, pull, lift, reach, twist, carry and move items weighing up to eighty (80) pounds.

  • May be required to work weekends, holidays and other irregularly scheduled times. May be required to work immediately before, during or after an emergency or disaster.
