POSITION SUMMARY

Responsible for reviewing construction loan documents in accordance with credit policy requirements for risk management, with responsibility for protecting the Bank's interest through proper documentation, ensuring all approved terms and conditions are properly implemented throughout the administration of the construction loan and the accompanying draws.

RESPONSIBILITIES

  • Monitors and collects, as necessary, required due diligence items. Coordinates document and funding requests and check for accuracy

  • Works in partnership with Relationship Managers (RMs) and credit analysts as primary liaison with customers, inspectors and title company representatives as the loan closes and during all phases of construction until the loan matures or until payoff

  • Works in partnership to review and analyze land surveys, environmental assessments, project reviews and building inspection reports to ensure that all construction draws are funded in accordance with the required guidelines

  • Maintains loan files and disbursement files with sufficient documentation for third-party review and prepares files for timely audits

  • Analyzes proposed construction budgets to ensure all appropriate project related costs and sources of funds are identified

  • Analyzes and reconciles construction draw requests including recommending approval of the funding draws and obtaining all required approvals

  • Prepares monthly construction draws

  • Works daily with loan customers via telephone, email and in person

MINIMUM JOB REQUIREMENTS

  • High School Diploma or GED

  • 2+ years of experience in commercial real estate construction loan administration or related field, including project management/management experience

  • Advanced knowledge of all operational systems/procedures and construction guidelines and/or services supported by Columbia Bank Commercial Real Estate Services Department

  • Knowledge of construction industry and construction lending including multi-phased construction and multiple collateral properties

  • Knowledge of title, escrow, survey and loan documentation preparation Title and escrow experience preferred

  • Strong organizational and project management skills

  • Strong computer skills with high level of competency and effective working knowledge using Precision, AccuDraw (or similar construction draw monitoring software), PowerPoint, and Excel, as well as creating links, fillable PDF documents, etc.

  • Strong technical expertise in construction draw administration functions

  • Knowledge of commercial real estate finance procedures, documentation, accounting, processes and procedures, and data systems

  • Well-developed customer relations skills

  • Excellent verbal and written communications skills

  • Detail oriented, ability to effectively multi-task and maintain high level of organization

  • Knowledge of accounting principles and loan accounting systems

  • Ability to maintain regular and punctual attendance

VIEW JOBS 12/1/2018 12:00:00 AM 2019-03-01T00:00 POSITION SUMMARY This position is accountable for overseeing the management of multiple Loan Operations departments including the creation and delivery of commercial, commercial real estate and consumer loan documentation, to include CRE Closing activities of large, complex credits, as well as the administration of systems supporting these activities and Loan Support functions. This position is also responsible for the oversight of Consumer Lending Administration. This senior manager utilizes his/her extensive knowledge of credit, risk management, loan processing, collateral monitoring and lending compliance in directing the Loan Operations departments, and working with the management team to meet its strategic goals and objectives. This position will direct the management of centralized staff responsible for various ongoing Loan Operations related functions including loan document preparation, loan closing, loan boarding and loan servicing, along with the strategic direction and operations of Consumer Lending Administration. The Director will also handle other strategic projects assigned from time to time by the Chief Credit Officer. RESPONSIBILITIES * Direct the operations of the Loan Operations Department, providing direction to the supervisory team in assessing department workflow to ensure the timely and accurate delivery of all loan documentation and loan servicing provided for the benefit of branches and lending units. * Direct the operations of the CRE Closing Department, providing strategic direction on achieving production and quality goals in a cost effective manner, while effectively managing loan closing related risk. * Direct the strategic direction and operations of the Consumer Lending Administration function to effectively manage credit risk and deliver loan decisions and documents in a timely and effective manner. * Monitor and manage level of service provided to lending units, reporting to senior management monthly on the results achieved and take corrective action when acceptable levels are not achieved. Compile statistics and prepare management reports related to the quantity and quality of work completed. * Manage within very tight deadlines and negotiate deliverables from many departments. * Operate as a subject matter expert regarding Loan Operations processes, providing an escalation point for issue resolution * Maintain thorough knowledge of commercial and consumer loan processing systems and requirements working closely with Loan Operations management team to identify and resolve issues. * Analyze and review current departmental processes to insure they are adequacy given the growth of the Bank. Develop and implement new work flows and processes as needed and as necessitated by the Bank's growth. * Participate as a Senior Bank officer in review and implementation of Bank operating systems and Bank products to insure that they properly fit into the Bank's existing infrastructure. * Act as a key participant in the merger and acquisition of other financial institutions. * Manage effective internal client relationships to provide a high level of service based on a culture of quality, timely, innovative and flexible service focused on meeting or exceeding customer expectations. * Collaborate with Accounting, Compliance, Credit Administration, regional managers, and lending unit managers to promote clear communication, streamline processes and resolve outstanding issues. * Exercise consistent judgment and discretion with work directly related to management policies and the general operations of the business. * Establish clear guidelines and procedures to ensure process adherence to financial controls and policies. * Research, analyze and implement business process alternatives relating to Loan Operations functions involving document preparation and loan servicing. * Ensure quality control of products and services through effective management and practice of Columbia Bank loan policy and procedures. * Provide a positive work environment to invite staff participation and contribution to the development of a high level of service quality. * Coach, mentor and raise the level of talent throughout the department. * Initiate and maintain effective cost controls and budgetary reporting. * Manage Loan Operations' resources to ensure the highest level of customer service; providing ongoing training and coaching; ensuring that the department is adequately staffed with qualified well trained employees; modeling professional image and demeanor. MINIMUM JOB REQUIREMENTS * Bachelor degree in finance, business or other relevant field * 10+ years' experience in lending and credit management related functions, preferably including all types of lending and management of a staff of at least 50 team members in multiple locations * Extensive knowledge of credit and lending legal requirements; credit risk management, policies and procedures; and commercial and consumer loan documentation, processing and servicing requirements * Extremely detail oriented, self-disciplined and able to manage a large number of staff with varying degrees of knowledge and expertise, as well as multiple diverse functional areas. * Proven leader with a record of mentoring and coaching, and a demonstrated ability to manage and motivate staff. * Skilled at organizing and leading projects and initiatives; comfortable working under pressure in a changing environment to meet varying deadlines, working independently and collectively within a diverse team environment. * Effective delegation skills. * Excellent organizational and interpersonal skills; superior verbal and written communication skills.
