The Opportunity

We seek a motivated, energetic, self-starting individual to support TC Energy's growing U.S. Natural Gas (USNG) business. This individual reports to the Project Authorizations Manager within TC Energy's USNG Commercial organization, and focuses on commercial and regulatory matters applicable to our U.S. interstate pipeline and storage facilities under the jurisdiction of the Federal Energy Regulatory Commission (FERC). TC Energy has a significant pipeline footprint that serves two of the most prolific supply regions of North America - the Western Canadian Sedimentary Basin and the Appalachian Basin. TC Energy's pipelines also source natural gas from other significant basins including the Rockies, Williston, Haynesville, Fayetteville and Anadarko basins as well as the Gulf of Mexico. TC Energy's USNG pipeline network has been developed to connect these diverse supply regions to domestic markets and to meet demand from liquified natural gas export facilities. Natural gas plays a critical role in the global energy transition. It is a reliable, high-efficiency energy source that is displacing coal-fired power while backstopping the intermittency of renewable power sources. The position is located in Houston, TX and may consider Charleston, WV.

The primary responsibilities of the role include supporting the deployment of all USNG capital sanctioned through TC Energy's growth, modernization, and operation and maintenance programs. The successful candidate develops commercial, regulatory, and project execution strategies and secures federal and state authorization for capital projects, leads the preparation, development, and execution of regulatory documents, assists in the development of commercial documents, coordinates with key internal and external stakeholders, and provides insight and follows key industry trends that could impact TC Energy. The candidate collaborates and works closely with Business Development, Marketing & Optimization, Commercial Operations, Strategy, Project Execution, Rates & Tariffs, Legal, and other groups to support commercial, regulatory, and project execution initiatives that impact individual projects, assets, and the broader organization. This position interacts with internal stakeholders, external customers, federal and state agencies, elected officials, consultants, industry organizations, and other stakeholders, as necessary.

What you'll do

  • Collaborate and work with cross functional departments and key external stakeholders supporting the deployment of all USNG capital through TC Energy's growth, modernization, and operation and maintenance programs.

  • Develop commercial, regulatory, and project execution strategies for new growth and existing commercial opportunities requiring the deployment of capital up to approximately $300 million.

  • Work closely with USNG departments during the development of open seasons, precedent and service agreements, customer and public communication strategy, federal and state permitting.

  • Evaluate capital projects to determine commercial and regulatory requirements related to the commercialization, construction, operation, maintenance, and abandonment of natural gas facilities regulated by FERC.

  • Evaluate new energy solutions such as renewable natural gas, facility modernization, renewables, carbon capture, waste heat recovery, and hydrogen to help TC Energy, other businesses, and industries decarbonize.

  • Prepare periodic reporting for TC Energy's jurisdictional business units and projects related to system contracting and capacity, system design, project construction, and construction compliance.

  • Monitor key industry trends within the energy infrastructure sector that are relevant to TC Energy's USNG assets.

  • Perform duties as assigned for special, non-routine requests and/or projects originating both within and outside the department, including but not limited to presentations, trainings, research, analysis, and summarization.

  • Contribute to the enhancement of TC Energy's competitiveness through innovation and exploring ways to do things differently.

Minimum Qualifications

  • Bachelor's degree in business, engineering, environment, law or related field

  • Minimum 1 to 5 years of relevant work experience with a strong understanding of the natural gas industry and the ability to identify regulatory requirements and impacts to our business

Preferred Qualifications

  • Strong interest in the natural gas industry, becoming an energy problem solver, and delivering energy solutions.

  • Strong business, collaboration, communication, and influencing skills.

  • Strong writing, critical thinking, and research skills.

  • Ability to create and maintain stakeholder relationships to enable strategy execution.

  • Ability to develop and implement solutions to complex project related issues.

  • Previous experience in the regulated pipeline industry and/or demonstrated working knowledge of interstate natural gas pipeline and storage facilities.
