Roles & Responsibilities:

The College Registrar is responsible for managing registration functions, creating and maintaining permanent academic/administrative records in the Student Information System (SIS). The Registrar/Bursar is also accountable for providing billing services to students, resolving billing issues and ensuring student understanding of policies and procedures related to registration and billing service functions. The Registrar/Bursar assists in maintaining accurate and secure records in the SIS for reporting to internal and external stakeholders.

Essential Duties and Responsibilities

I. Registration

1.Manages academic records for all current and former students.

2.Supervises grading, editing of records, production of transcripts, enrollment/degree verifications, processing of requests for course changes (ex: pass/fail, audit) and graduation eligibility, while ensuring security and compliance with School policies and the Family Educational Rights and Privacy Act (FERPA).

3.Prepares GPA reports and identifies academic probation and academic honor students.

4.Oversees registration functions based on an understanding of school policies and procedures and the Empower student information system database.

5.Interfaces registration functions with student billing and financial aid data management.

6.Develops and implements policies and procedures for the delivery of quality registration and related student support services.

7.Produces class schedules and maintains related data tables and systems.

8.Provides information and reports to internal and external stakeholders as necessary (ex: Finance Department, external agencies and departments such as NSLDS enrollment reporting).

9.Assists in maintaining, troubleshooting and enhancing the School's data management and related systems.



  1. Provides evaluation data for program assessment purposes.

II. Billing

1.Generates and updates student bills each semester in the Empower Student Information System. Records payments, makes tuition deposits and assists students in developing a tuition payment plan.

Monitors student payment plans. Audits and updates student balances, tuition credits and discounts to ensure financial aid and payment plans have been considered.

2.Processes student refund checks and stipends.

3.Applies late fees in accordance with payment deadlines.

4.Certifies private loans.

5.Monitors Federal Nursing Loan account for accuracy; interfaces with UNISA (third party processor) to track loan default rate.

6.Reviews outstanding student debt from previous semesters; contacts students for payment before forwarding on for official collections.

7.Produces 1098-Ts for student distribution on an annual basis.

8.Produces reports as needed by the Finance Department and external stakeholders.

9.Provides customer service to students/parents and other key stakeholders, responding to inquiries via phone, email or in person.

Education Requirements

  • Bachelor's degree required in allied field, related to Education, Administration or Data Analytics

Experience Requirements

  • Knowledge of current technologies including strong database management skills.

  • Abilities to process records and data, to format and generate reports. Experience with Excel and other Microsoft Office applications essential.

  • Knowledge of federal, state and local laws, regulations and guidelines related to college policies and procedures, as well as current financial aid principles and techniques. Ability to interpret and enforce school, state and federal regulations and procedures.
