Collections Strategist-

We have an exciting opportunity for a CT Collections Strategist to act as the liaison between organizations. This position is located in the Northern Virginia area. Leidos specifically seeks experienced candidates with active TS/SCI with polygraphs who are able to work alongside intelligence and military experts. The CT Collection Strategist will collaborate with IC partners to develop all-source collection strategy assessments and posture statements. The CT Collection Strategist will provide expertise on current and future collection capabilities (national and theater). The CT Collection Strategist will be responsible for writing formal deliverables, conducting independent research on time-sensitive tasks and will provide high-level briefings as needed to mature audiences.


  • Candidates should have the ability to work independently on their assigned CT topic, develop appropriate project timelines, lead well-organized meetings and briefings, work collaboratively with IC partners, and possess creative problem solving skills.

  • Candidates should have experience writing formal deliverables

  • Candidates should have a strong background in CT analysis and respective AORs

  • Strong communication skills in order to work with multiple organizations

  • Experience working within the IC and DoD

  • Demonstrated knowledge of IC MAP

  • Demonstrated experience/knowledge of HUMINT, SIGINT, IMINT, or all source collection management techniques

  • Current working knowledge of the various national, commercial and theater collectors and advantages of each collector for CT collection strategy development.

  • TS/SCI Clearance with Polygraph

  • BA/BS degree required and 5+ years of relevant work experience desired.

MITRE's Army Division requires a strong technical leader to develop and evolve warfighting concepts that address the changing future warfighting environment, understand how potential solutions will influence those concepts, and ensure that potential solutions will be effective. This applies to concepts and solutions across the capability domains of doctrine, organization, training, materiel, leadership, personnel, facilities and policy (DOTMLPF-P). The Lead Strategist for Warfighting Concepts will assist in the development, understanding, and application of Warfighting Concepts across the Army Program Division, across the MITRE Army Portfolio of projects and specifically for work on the A920 project support to the Army Futures Command, including the ability to integrate expertise across related Program Divisions, Portfolios, other MITRE Technical Capability Areas, and key internal/external stakeholders and sponsors. Strong candidates for this position will enjoy the challenge of being a strategic thinker in expanding MITRE's expertise and influence specific to warfighting concepts for the Army and for providing an understanding of the concepts being developed to support Multi-domain Operations (MDO), an understanding of the technologies required to support MDO and how to provide value to the DoD. Core Duties and Responsibilities. The selected candidate will be responsible to: * Develop strategic ideas, innovative direction, and opportunities for MITRE to support the Army in development of warfighting concepts and operations * must have and maintain deep understanding of new and developing doctrine and strategy for warfighting operations, anticipated changes in the operational environment, understanding of adversarial capabilities, intentions and methods, and an understanding of lessons learned from current or ongoing operations and exercises. * Maintain a broad and deep understanding of Army Multi-domain Operations concepts, concept development, and force management models * Serve as a MITRE Army focal point for Army warfighting concepts, and the related implications on the solutions being developed and delivered across the division * Anticipate the impacts of new solutions on the sub-elements of capabilities as described by DOTMLPF-P (Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy) * Assist multiple project leaders in the development and execution of strategies to continuously improve quality of work products related to warfighting concepts * Leverage warfighting concepts to identify capability gaps and necessary requirement changes * Support shaping of concept-based modeling & simulation and responsive analytics for AFC's top Analysis & Experimentation Requirements Board (AERB) priorities * Ensure that key projects across the Army Portfolio deliver solutions that are effective within the context of the associated warfighting concepts * Promote staff development and a broad understanding of key warfighting concepts across the Army Division * Assist in the development and execution of annual DCA Warfighting Concept goals * Formulate future-state vision and strategy development advice for the DoD. * Candidate will be required to complete MITRE's "Being a Trusted Advisor" course (MTA200). * Excellent verbal and written communication skills Required Qualifications: * BS in Public Policy, Systems Engineering or related discipline * 8 years of experience and familiarity with understanding current and developing concepts for Multi-Domain Operations and the changes anticipated to be made in Army and Joint services doctrine and warfighting functions. * Ability to travel to travel to Hampton Roads, VA, Austin, TX and other Army Futures Command locations for experimentation events (i.e. Battle Labs, War College, etc.) and to meet with sponsors. * Possess an active TS/SCI clearance.
