West Virginia has historically been one of the poorest states in the nation, and has been particularly economically challenged in recent decades. Per the U.S.

Census, 17.5 % of West Virginian's fell below the poverty line in 2015. When looking at just children, the rate is higher, 24.6% of children. Effective strategies to address poverty in WV rest squarely with improving health, educational attainment, and innovation, per the West Virginia Center for Budget and Policy.

Work carried out by the VISTA will address health and education by supporting local programs that work to improve health and education outcomes in WV communities. It is challenging for communities without much staff and/or resources to find the data they need to support their applications for grant funding or even programmatic development. We will help these local organizations by building a database of local data available through a website portal and dashboard.

We have collected the data and are documenting it, but we would like to be able to share this data with other organizations so that we are not the only ones benefitting from it. Once we have the data and dashboard prepared, we will reach out to networks of non-profits and local governments to tell them about the availability. We also will develop a tutorial to show them how easy it will be to access the data that they need to strengthen their arguments, improve programs, and apply for more grant monies.

There are numerous organizations, agencies, and local and national foundations working to address poverty and health in West Virginia; however, most of them to do have the data analytic skills to find and analyze data. True grass roots efforts also require access to data that most small organizations and individuals do now know how to gather. The Department of Sociology and Anthropology is well suited to this task given their awareness of how systems and social contexts shape individual behaviors within communities.

VIEW JOBS 12/13/2018 12:00:00 AM 2019-03-13T00:00 The Office of Sponsored Programs at West Virginia University is seeking applications for a Grants Specialist. This position will report to the program coordinator and will be responsible for providing internal and external client support services, reviewing contract agreements and negotiating any unacceptable terms and conditions, independently responds to inquiries and using organization policies and procedures to resolve moderate to complex matters. In order to be successful in this position, the ideal candidate will: * Review contractual documents (agreements, purchase orders, grant awards, etc.) and ensure that all terms and conditions are acceptable to the University, WVU Research Corporation, Board of Trustees, and the Principal Investigator. * Provide guidance to faculty and staff regarding sponsored programs as they may relate to export control issues, and guidance on international travel as it may relate to embargoed and sanctioned countries. * Assist with drafting and maintaining manuals, and other materials to ensure consistency and compliance for all offices that may be involved in deemed export, physical export and international travel matters. * Prepare letter of corrections/exceptions to any terms and conditions that are unacceptable and make needed corrections or work with the appropriate contact to ensure that corrections are incorporated into the terms and conditions based on directions from the Supervisor. * Negotiate terms with sponsor based on University policies and under the supervision of the Grants Specialist, Program Coordinator, Associate Director and/or Director. * Assist with the smooth transitioning of the award's establishment within ORACLE while working with Manager-Award Processing (Post-Award) * Search among internal database and use judgment to find Office of Sponsored Programs file number in Research Office Administrative Data System (ROADS). * Ensure that proper approvals are obtained from the Institutional Review Board (IRB) for the Protection of Human Subjects, the Institutional Animal Care and Use Committee (IACUC), and Invitational Biohazard Committee (IBC) for any proposal revisions upon completion of review process. * Provide information on the status of agreements and on the services of Sponsored Programs. * Prioritize time-sensitive material for appropriate action. * Assist and/or follows direction of specialist or manager for professional development and to determine course of customer service. * Coordinate with sponsors or potential customers by telephone or in-person. * Collect anecdotal and raw data creates reports and translates data to graphical media or code. * Maintain records and assist with completing forms for services, products, etc. * Contact sponsors and researchers to establish rapport, understanding and/or inform, as well as to facilitate use of the organization's services. * Ability to read and interpret documents such as Federal Acquisition Regulations (FAR), Code of Federal Regulations (CFR), OMB Circulars and other regulatory documents. * Working knowledge of Institutional Review Board (IRB) regulations * Ability to operate a personal computer utilizing a variety of software packages including word processing (i.e. WordPerfect, Microsoft Word, etc.), spreadsheets (i.e. Lotus, Excel, etc.), Adobe Acrobat and web-based software. Ability to work accurately under short deadlines and high stress levels. * Ability to interact with other WVU departments and various funding agencies with tact, courtesy, and confidentiality in order to resolve pre-award or contract issues. * Bachelor's degree om Education, Human Services, Business Administration, Accounting, or related field.; an equivalent combination of education and experience may be considered in lieu of a degree. * Two (2) years or directly related experience involving: * Working in a professional office which includes appropriate interpersonal contact with professionals in other WVU departments and extra-mural agencies. * Working with and interpreting federal regulations, including a working knowledge of export control laws and regulations * Interpreting complex legal terms and conditions and research accordingly.
