The starting rate of pay is $25.37 (min) to $34.09 (mid) per hour.

Requirements

General Definition of Work

Performs intermediate skilled technical work enforcing adopted building codes, inspecting properties, preparing reports, maintaining records, and related work as apparent or assigned. Work is performed under the general direction of the Building Official.

Essential Functions

  • Inspects residential and commercial construction of both new and renovated buildings (e.g. building, energy code, fire, mechanical, gas, plumbing).
  • Conducts residential plan reviews and other plans reviewed as assigned.
  • Conducts field inspections for code compliance of commercial and residential structures related to building, plumbing, fuel gas, mechanical, life safety, fire, energy compliance, housing, zoning, accessibility and swimming pool construction and other areas as assigned.
  • Conducts meetings with contractors, property owners, business owners, and design professionals to discuss code related requirements for drawings submitted to obtain building permits and types of inspections that will be required for construction projects.
  • Ensures that required permits have been obtained for construction in progress and issues stop work orders if found in violation.
  • Investigates complaints regarding building code violations and other code violations as assigned.
  • Keeps up to date on code changes, ordinances, regulations and building code to maintain uniformity of code applications in the construction industry.
  • Acts as the staff representative for the Town of Farragut Board of Plumbing and Gas/Mechanical Examiners if so directed.
  • Responds to citizen requests and complaints as directed.
  • Prepares reports and testifies on violations in the Court hearings.
  • Assists with the maintenance of assigned town vehicle.

Knowledge, Skills, and Abilities

Thorough knowledge of standard building and general construction codes; general knowledge of legal procedures related to the enforcement of ordinances and codes; thorough skill reading and interpreting blueprints, site plans and designs and ensuring compliance with appropriate ordinances and codes; general skill creating and maintaining records and reports; general skill operating standard office equipment, hardware and software; ability to prepare factual reports and present same to appropriate board or commission; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to attend building code training courses, local and national code conferences and building inspector association meetings related to changes and advancements of new code requirements; maintains state and national training continuing education credits to keep mandatory inspection certifications current; ability to compute rates, ratios and percentages; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to communicate effectively both orally and in writing; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to establish and maintain effective working relationships with contractors, public officials, design professionals associates and the general public.

Education and Experience

High school diploma or GED. Coursework in the construction related field and five years of experience in building construction, engineering or code enforcement, or equivalent combination of education and experience.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements

State of Tennessee Building Inspector certification(s) is required within twelve months of hire.

Federal emergency management agency national incident management system certification within one (1) year of hire.

Tennessee department of environment and conservation erosion prevention and sediment control certification within one (1) year of hire.

Preferred Certifications

International Code Certified Plumbing Inspector.

International Code Certified Mechanical Inspector.

International Code Certified Building Inspector.

Tennessee State Certified Mechanical Inspector.

Tennessee State Certified Plumbing Inspector.

Valid driver's license in the State of Tennessee.
