Protects and improves the quality of life of Manatee County citizens through the enforcement of the Manatee County Land Development Code, county Code of Ordinances, and certain State Statutes. Independently investigates alleged code violations involving unlicensed contractors, land use, land development, zoning, environmental, no building permit, unsafe structures, as well as other matters under the Code Enhancement Division. Evaluates cases, issues formal notices (Warning Notice, Citation, Notice to Appear, Magistrate Hearing). Provides testimony at enforcement hearings (Special Magistrate and Circuit Court). Participates in community outreach activities.
Working Conditions
Indoor office and outdoor field environment. Work requires time outdoors for extended periods in a variety of weather conditions. High noise and high stress environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone and up to 100 lbs. with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Regularly required to drive county vehicles as part of the duties of the job. Regularly required to work other than normal business hours.
Job Description
Essential Functions

Protects and improves the health, safety, welfare, and quality of life of Manatee County by independently investigating and documenting alleged code violations for which the division has enforcement responsibilities. Types of violations investigated include, but are not limited to, unlicensed contractors, unsafe structures and demolitions, land use, land development, zoning, unpermitted signs, unpermitted construction, lighting, and waterfront structures.
Through a systematic method, obtains evidence and prepares summary reports necessary for the presentation of all facts associated with alleged violations. Documents all evidence needed to support enforcement action. Prepares and manages case files.
Uses established investigative procedures to determine legal ownership of subject properties.
Evaluates evidence and other relevant information to determine the degree of infraction. Issues violation notices, citations, Notices to Appear, Hearing Notices (Special Magistrate and Circuit Court) as appropriate.
Works with the public to encourage and facilitate voluntary compliance of violations. Fosters good relationships with the public.
Presents cases and provides testimony at hearings of the Special Magistrate, Circuit Court, and County Commission.
Participates in outreach activities to educate the public, county staff, and other governmental agencies. Attends civic, neighborhood, and community meetings during and outside of regular working hours.
Establishes and maintains activity files and prepares reports as required.
Strictly adheres to safety procedures to protect self, co-workers, and the general public.
Attends job-specific training classes as assigned by supervisor.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
High school diploma or equivalent.
1 or more years of work experience in code enforcement, the enforcement of laws, planning, zoning, building construction, or a similar field.
Any one level of certification from the Florida Association of Code Enforcement (FACE) desired. Certification must be obtained within one year of hire.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
