  • Illegal use of anabolic steroids previous to three years of application.

  • Illegal use of a hypodermic needle/ syringe.

  • A bankruptcy within the past three years of date of application.

  • More than one moving violation in the past 12 months, and/or three or more moving citations within the past three years, and/or five or more moving citations within the past five years of date of application.

DEFINITION:

Under general direction, supervises, plans, directs, and coordinates the Indio Police Department's Code Enforcement Unit; conducts research or special studies as directed; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

The Code Enforcement Supervisor is the supervisory level classification responsible for coordinating, implementing and executing the operations of the Code Enforcement Unit; conducts research or special studies as directed.

Duties

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

  • Supervises plans, directs, and coordinates the operations of the Code Enforcement Unit; conducts research or special studies as directed; serves as a member of the Police Department's Command staff; researches and prepares staff reports and performance evaluations; develops, implements, and evaluates the unit's systems and procedures.

  • Assists the Field Services Division, Investigative Services Division, and Support Services Division with investigations and written reports; appears in criminal and civil court as needed; may conduct internal investigations as assigned.

  • Conducts research into a variety of law enforcement and administrative issues; develops, implements, and reviews operating procedures, ensures that activities are conducted in accordance with related laws, ordinances, regulations, and policies.

  • Assists in the selection of Code Enforcement Unit staff; assesses needs and assists in the development and implementation of comprehensive training programs to ensure subordinates maintain applicable knowledge and skill.

  • Assists with the preparation and administration of the Code Enforcement Unit budget including budget recommendations; monitors expenditures, ensures compliance with grant funding.

  • Answers questions from the public by phone or in person; advises and provides Code Enforcement Unit liaising to other departmental staff, other City departments, other agencies, and the public regarding responsible areas.

  • Meets and consults with management staff, the public, and representatives of other governmental agencies about code enforcment related activities or issues.

  • Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public regarding code enforcement related activities and issues.

  • Participates in the development of policies and procedures as well as goals and objectives; composes a variety of written reports, memos, and correspondence related to enforcement activities.

  • Maintains accurate documentation and case files on all investigations, inspections, and enforcement actions; prepares evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required.

OTHER DUTIES: (include but are not limited to the following)

  • May make presentations to City Council, other governmental agencies, and a variety of civic organizations as directed by the Police Division Commander or designee.

  • Performs other related duties as required.

SUPERVISION RECEIVED/EXERCISED:

Receives general direction from the Police Division Commander. Exercises direct supervision over assigned Code Enforcement Officers (I and II), Code Enforcement Aide, Graffiti Control Workers, and other personnel as assigned.

Qualifications

MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education:

The required qualification is to possess an Associate's degree from an accredited college or university or to have completed sixty (60) semester units or ninety quarter units of degree qualified coursework from an accredited college or university.

Experience:

The required qualification is to possess three (3) years increasingly responsible experience in code compliance as a Code Enforcement Officer II or equivalent,which includes at least one (1) year of supervisory or lead experience.

License/Certificate:

Possession of a valid Class C California driver's license; Certificate of Completion from a California P.O.S.T., PC 832 course.

Additional Information

Knowledge of:

Operations, services, and activities of a municipal code compliance unit; principles of supervision, training, and performance evaluation; pertinent codes, ordinances, laws, and regulations pertaining to zoning, sign ordinance, public nuisances, weed abatement, health and safety, residential property code compliance and other matters of public concern; procedures involved in the enforcement of codes and regulations including methods and techniques of conducting and documenting field investigations; legal actions applicable to code enforcement compliance; court etiquette and rules of evidence; effective public speaking practices; office methods and procedures.

Skill to:

Operate an office computer and a variety of word processing and software applications.

Ability to:

Coordinate and direct City's code enforcement and compliance programs; supervise, organize, and review the work of assigned staff involved in code enforcement; plan and organize work to meet changing priorities and deadlines; inspect and identify violations of applicable codes and ordinances; enforce pertinent codes, ordinances, laws, and regulations with impartiality and efficiency; respond to inquiries, complaints, and requests for service in a fair, tactful, and firm manner; prepare accurate and detailed documentation of investigation findings; prepare clear and concise administrative reports; make oral presentations and testify in court; effectively represent the City to outside individuals and agencies; establish and maintain effective working relationships with those contacted in the course of work.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.

RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.

DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.

VACATION LEAVE: Based on length of employment with the City. 0-4 years = .3.08 hours, 4

Maximum vacation accumulation shall be three (3) times that employee's annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.

ADMINISTRATIVE LEAVE TIME: Executive Management, Management, Confidential and Unrepresented FLSA exempt employees are entitled to 80 hours of Administrative Leave on an annual basis. Administrative Leave Time shall have no cash remuneration value and no more than sixteen (16) hours may be carried over into the next fiscal year. Administrative Leave Time must be used in a minimum increment of four (4) hours.

HOLIDAYS: City observes thirteen (13) holidays each year.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.

LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.

MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.

EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
