Introduction

  • The City of Greenacres' Compensation Plan allows for hiring at a maximum rate of up to 15% above the minimum range for the position based on education, experience and valid proof of certification(s) that are obtained through extensive program of study and training over and above the minimum requirements.

  • Must have graduated from an accredited high school, or have obtained a State of Florida G.E.D. certificate or equivalent.

  • Must possess and maintain a valid State of Florida driver's license.

  • Must submit to a post-offer physical examination. The offer of employment will be contingent on the results of testing and/or examinations.

Essential Duties & Responsibilities

Position Summary: Supervisory and technical work managing the daily operations of the Code Enforcement Division and enforcing the City's Code of Ordinances, policies and regulations through; research and review of violations, issuance of notices and other related paperwork, handling difficult customers and complaints, overseeing activity and work product of the Code Enforcement Coordinator and Officers, and reviewing cases for presentation to the Special Magistrate.

Essential Duties and Responsibilities:

  • Selects, trains, motivates, and evaluates code enforcement personnel; coordinates staff training; works with employees to correct deficiencies.

  • Plans, directs, supervises, and monitors work assignments of code personnel.

  • Inspects all approved temporary signs to ensure compliance with the code.

  • Develops, monitors, and evaluates the quality, responsiveness, efficiency, and effectiveness of code enforcement methods and procedures and works with employees on the continuous improvement of code enforcement program services.

  • Reviews, updates, and develops new ordinances and enforcement policies and presents information to City Council, neighborhood groups, and other committees.

  • Develops recommendations for improved enforcement activities, interprets administrative directives pertaining to code enforcement including initiating appropriate enforcement actions.

  • Performs inspections, handles commercial and residential violations, and/or special cases to seek compliance.

  • Conducts field inspections of Code Officer's assigned areas.

  • Oversees Code Enforcement notices and/or citations.

  • Works with the City Attorney in the development and review of code enforcement cases scheduled to appear before the Special Magistrate.

  • Reviews and approves all cases to be presented to the Special Magistrate including agendas, affidavits, and case history recaps.

  • Appears before the Special Magistrate to present testimony and evidence pertaining to violations.

  • Follows up on fines and liens imposed by the Special Magistrate.

  • Assists staff with complex/problem situations.

  • Responds to citizen or other complaints on reported violations.

  • Oversees documentation for submission to City Attorney for imposition and release of municipal liens.

  • Establishes and maintains activity files and prepares reports as needed.

  • Provides assistance to the public with interpretation of the City's Code of Ordinances and other code enforcement related regulations and policies.

  • Assists in the budget preparation for Code Enforcement activities.

  • Reviews municipal and property maintenance codes and recommends changes as needed.

  • Conducts research for special projects as assigned.

  • Represents the City at meetings, when requested.

  • Interacts with other City, County, and State agencies to enforce violations.

  • Performs other duties as assigned.

Knowledge, Skills & Abilities

Knowledge of:

  • Municipal ordinances, zoning codes, policies and procedures and directives.

  • Chapter 162, Florida Statutes.

  • Chapter 205, Florida Statutes.

  • Principles, practices of local government administration.

  • Principles and practices of employment supervision, employee development, and performance evaluations.

  • Computer software including Microsoft Word, Excel, PowerPoint and other programs.

  • Customer service practices and procedures Office terminology, methods, practices, and procedures.

  • State of Florida public records laws.

  • Records management practices and procedures.

Ability to:

  • Work nights and weekends as necessary.

  • Attend evening meetings of various advisory boards or task forces, as required.

  • Recognize potential fire and safety hazards.

  • Understand and interpret City codes and regulations.

  • Enforce municipal regulations with firmness and tact.

  • Understand and adhere to rigid regulations and policy procedures.

  • Complete assignments accurately and on a timely basis.

  • Handle complaints in a courteous and effective manner.

  • Work independently to make sound decisions based on well-established procedures.

  • Observe, gather, and analyze data, and prepare reports on findings.

  • Propose and develop effective solutions to safety hazards identified during inspections.

  • Read and interpret site & development plans and landscaping plans.

  • Maintain high standards for professional and ethical conduct.

  • Communicate in a courteous, professional, and tactful manner.

  • Establish and maintain effective working relationships with co-workers, public agencies, vendors, and the public.

  • Supervise effectively and foster team building and trust.

  • Plan and organize work assignments and resources to provide timely, effective, and efficient operations.

  • Interpret and apply complex rules/regulations, presents findings and recommendations concisely and effectively in oral and written forms.

  • Identify issues, generate and evaluate alternate solutions and make sound recommendations.

  • Prepare and maintain clear, concise, and accurate records and reports.

  • Ensure confidentiality when appropriate.

  • Assist with annual budgets, reports, memoranda, letters, recommendations, and other documents.

  • Keep apprised of current issues, trends and practices relating to building.

  • Follow safety rules and regulations of the Department and the City.

  • Support the Department's and City's Mission, Values and Goals.

Education & Experience

  • High School Diploma/G.E.D.

  • Three (3) years' experience in code enforcement ensuring compliance with municipal, county, state or federal laws and codes pertaining to zoning, health, sanitation, building, licensing, criminal justice, or closely related field. Two (2) years of Supervisory experience required.

  • Possess and maintain a valid Florida Driver's License.

  • Must possess and maintain Levels I, II, III and IV certifications from the Florida Association of Code Enforcement (FACE) or have the ability to acquire within one (1) year of employment.
