Code Enforcement Officer

General Statement of Job

Under limited supervision, enforces City Ordinances through education and issuance of notice of violations/citations by completing proactive and reactive enforcement inspections of both commercial and residential properties. Performs related work as required. Reports directly to the Code Enforcement Manager.

Specific Duties and Responsibilities

Essential Functions:

Receives and investigates complaints regarding suspected code violations.

Daily patrols of assigned district conducting proactive inspections/patrols to observe violations of city codes. Inspects interior and exterior of premises for safety hazards.

Initiates and enforces rules and regulations.

Inspects businesses for proper license and signage violations.

Inspects property for safety hazards.

Issues notice of violations/citation, prepares cases for the Code Enforcement Board and County Courts.

Appears and testifies in the County Court or Code Enforcement Board hearings.

Initiates necessary legal action against violators.

Maintains records of violations and prepares periodic reports of inspections and investigations.

Maintains complete and comprehensive records and files by utilizing the city computer systems.

Establishes a schedule of proposed inspections and re-inspections to verify that corrections have been made and compliance is obtained.

Minimum Education and Training

Requires a high school diploma or GED equivalent supplemented by one (1) year of experience in Code Enforcement, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess Code Enforcement Certification (Administrative Aspects of Code Enforcement) from the Florida Association of Code Enforcement or be able to receive it within 18 months of employment.

If the candidate does not have this certification at the time of hire they will start at 5 % below the starting rate until the certification is obtained. All other Certifications in the fields of Code Enforcement, Planning and Building are a plus. Must possess and maintain a valid state of Florida driver's license.

Must be able to work weekends. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.

Note: The Department does offer an incentive program for additional certifications in the field of Code Enforcement which must be approved by management.

Minimum Qualifications and Standards Required

Skill Requirements:

Has thorough knowledge of the methods, procedures and policies of the Development Services Department as they pertain to the performance of duties of the Code Enforcement Officer. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.

Has thorough knowledge of the municipal Code of Ordinances and Housing Codes. Is able to conduct thorough field inspections, note deficiencies and determine proper corrective courses of action.

Has knowledge of and is able to conduct thorough housing and building inspections. Is able to perform field work in uncomfortable physical conditions, including exposure to excessive heat / cold, odors, electrical currents, construction hazards, toxic agents, violence, etc.

Is able to communicate professionally with other City and county departments, property/business owners, contractors, attorneys, etc., in order to accomplish goals and complete projects. Is able to work under stressful conditions related to balancing multiple projects within the constraints of time available, personnel capabilities, financial resources, and political considerations.

Is able to react professionally at all times, dealing with sensitive situations with tact and diplomacy. Has the ability to offer assistance to co-workers and employees of other departments as required.

Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret technical materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner.

Has thorough knowledge of the terminology used within the department. Has thorough knowledge of proper English usage and basic mathematics.

Has knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for records management. Knows how to react calmly and quickly in emergency situations.

Physical Requirements:

Must be physically able to operate a vehicle and a variety of machines and equipment including a computer, telephone, two-way radio, general office equipment, hand tools, cameras, measuring devices, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work involves reaching, stooping, kneeling, crouching, crawling, pushing, pulling, lifting/carrying weights of up to thirty-five pounds, walking or standing for periods of time, occasionally on uneven terrain.

Responsibilities:

Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas.

Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives.

Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice where appropriate and researches issues, situations and alternatives before exercising judgment.

Working Conditions:

Works in both office and outside environment and in all kinds of weather.
