We are a full-service city comprised of nine departments, that includes our own city staffed Fire and Police departments.   Additionally, the city oversees a general aviation airport, a library, and a variety of recreational buildings, facilities, and activities.  As a mid-sized organization providing a variety of services to both internal and external customers, employees are afforded the opportunity to perform varied work within their job classifications.

The Department

The Community and Economic Development Department is comprised of Building & Safety, Code Enforcement, Housing, Planning and Economic Development Division. All of the services provided by the Community and Economic Development Divisions are designed to ensure orderly and safe development within the City and provide for future growth. The Department administers and enforces the City's building and zoning codes and other provisions of the Fullerton Municipal Code and General Plan. Permit issuance, plan checking, and construction inspection services and provided, in addition to housing programs and response to code enforcement issues. The community and Economic Development Department assists residents, businesses and others with their efforts to grow within our community in a safe, orderly and healthful manner that respects Fullerton's heritage while sustaining opportunity for present and future generations.

You will be an essential part of our community protecting our residential areas and inspecting structures and premises to uphold our high standards. By educating the community on City and State requirements, and with the authority to issue notices and citations for various code violations, you'll safeguard a positive quality of life for Fullerton residents, visitors, and businesses. Under general supervision investigates and reports on a wide variety of complaints, violations and concerns in the enforcement of the Municipal Code, Housing Code and other applicable local, state and federal laws and regulations to include housing, zoning and land use conditions and performs related work as required.

Education and Experience 

Any combination of education, training and experience that would likely provide the knowledge, skills and abilities to successfully perform in the position can be considered qualifying.  A typical combination includes:

Graduation from high school

AND

One year of experience in the interpretation, administration or enforcement of municipal code, zoning, planning or related regulations.

Spanish/English bilingual ability is desirable as is possession of code enforcement certifications from California Association of Code Enforcement Officers (CACEO) and/or the International Code Council (ICC).

Knowledge of:

  • Principles and practices of code enforcement.

  • Investigative techniques.

  • Basic report writing.

  • Regulations and requirements related to court evidence.

  • Effective public contact skills.

  • English usage and grammar.

  • Research methods and techniques.

AND

Ability to:

  • Read and interpret local, state and federal laws and regulations relating to housing, zoning and land use.

  • Use good judgment and make sound decisions in accordance with established procedures and policies.

  • Initiate corrective action to code related violations; analyze and evaluate data.

  • Communicate effectively orally and in writing.

  • Understand and follow oral and written directions independently.

  • Meet the public with tact and courtesy.

  • Prepare clear and concise reports and correspondence.

  • Read and write at the level required for successful job performance.

  • Operate a personal computer and use applicable software.

  • Establish and maintain effective relationships with those contacted in the course of work.

Special Requirements Include:

  • Valid Class C California Drivers License and acceptable driving record at time of appointment and throughout employment in this position. Employees in this classification will be enrolled in the Department of Motor Vehicles Government Employer Pull Notice Program.

  • The City of Fullerton's Conflict of Interest Code requires that a Code Enforcement Officer file financial disclosure statements in accordance with state and local laws.

  • Must be able to work a flexible schedule to accommodate City needs.

  • Ability to obtain a Penal Code 832 certification within six months of employment in this position.

ASSESSMENT PROCESS

Applicants must be specific and complete in describing qualifications for the position. BASED UPON THE INFORMATION PRESENTED ON THE APPLICATION MATERIALS, those applicants possessing the most suitable qualifications will be invited to a written examination, performance examination, oral interview and/or other assessment instrument.

The City reserves the right to revise any portion of the examination process.  Candidates will be notified of any changes before a related examination step.

Candidates who successfully complete the assessment process for Code Enforcement Officer will be placed on an eligible list for this classification, which will remain in effect for at least one year or until an insufficient number of candidates remain on the list.

Current City of Fullerton employees may be given preference during the testing and/or selection process.

Appointment

All employment offers, including appointment offers to City of Fullerton employees, are conditional based upon the successful completion of a medical examination performed by the City's designated physician, at City expense. Medical exams are administered to assess an individual's ability to perform the physical requirements of this position. In addition, City of Fullerton employees appointed to safety sensitive classifications and all new hires will undergo a drug screen.

All new hires will be fingerprinted. Fingerprints are verified with the State of California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).

All new hires, including non-regular City of Fullerton employees appointed to this position, will serve a one-year probationary period. Regular employees promoted to this position will serve a six-month probationary period.

The Immigration Reform and Control Act of 1986 requires that you must be a U.S. citizen or an alien lawfully authorized to work in the United States to be eligible for hire. All new hires will be required to provide documentation to verify their status.

California Government Code §3100 - 3109 requires that all public employees are to be declared disaster service workers and shall take and subscribe to the related oath or affirmation as required.
