Position Purpose

Starting salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity.

Regulates, investigates and enforces City of Arvada municipal codes and International Property Maintenance Codes within city boundaries.

Job Functions / Scope of Authority

ESSENTIAL JOB FUNCTIONS

  • Responds to and investigates allegations of violations of property maintenance code and other municipal codes.

  • Conducts field investigations including visual observations of property conditions, collects information and uses sound judgment and knowledge of city code requirements to determine if code violations exist. Takes appropriate corrective action, including notification of issues in writing, by phone, in person and electronically.

  • Performs on-site inspections of commercial and residential buildings, sites and vacant land to determine if maintenance of the property is in compliance with property maintenance code. Takes appropriate corrective action as necessary.

  • Initiates the legal and judicial process by issuing and serving summonses and providing evidence and testimony at hearings and trials and ensures that the legal requirements of notification are met. Initiates nuisance abatement hearings.

  • Determines the necessity of work orders for contractors, issues work orders and coordinates with internal personnel and outside contractors. Provides detailed job parameters and ensures job completion. Calculates, assesses and processes financial information and supporting documentation utilized for the billing, collection and assessment of administrative fees, tax liens.

  • Maintains updated case files for documentary and historical purposes. Creates and maintains a variety of data spreadsheets and organizational charts to provide information to city staff, citizens and other municipalities.

  • Proactively enforces the city sign code. Identifies, removes and disposes of illegal signage on city right-of-way.

  • Interacts with the public via phone, electronic mail, in writing and in person to provide or gather information related to complaints, enforcement, and miscellaneous city codes.

  • Consults on a daily basis with city staff regarding enforcement and code interpretations.

  • Consults, interacts, and coordinates with a variety of city work units and staff to accomplish objectives.

  • Operates city vehicles and demonstrates knowledge of State of Colorado traffic laws.

  • Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

  • Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

  • Solid knowledge of International Property Maintenance Code and basic knowledge of other Arvada municipal codes.

  • Knowledge of and adherence to Arvada Police Department policies and procedures.

  • Basic knowledge of federal, state and local laws and regulations related to code enforcement activities.

  • Technical knowledge required for use of noise and light meters to ascertain readings pertaining to disputes and enforcement issues.

  • Strong customer services skills with emphasis on problem solving and conflict resolution.

  • Strong organizational skills and ability to work on several cases or issues simultaneously.

  • Good negotiation, mediation, conflict management and problem solving skills.

  • Solid written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel within the City and the general public in a positive and cooperative manner.

  • Ability to use a variety of job specific software and tools, including but not limited to digital camera, small hand tools, simple office equipment, personal computer, copier, printer, fax machine, scanning machine, laminating machine, two line phones, I-pads, smart phone, police radio and CEWs (conducted electrical weapons).

  • Ability to operate a motor vehicle.

  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

  • Ability to work shifts, evenings, weekends, holidays and/or on-call hours.

OTHER FUNCTIONS:

  • Other duties as required.

  • Participation on miscellaneous city committees and attendance to board of adjustment, city council and neighborhood meetings as needed.

  • Conduct surveys related to enforcement topics, job function, policy and procedure and other pertinent miscellaneous information.

SCOPE OF AUTHORITY:

Sworn civilian employee with enforcement authority. Receives general supervision under the direction of the Police Sergeant. Plans own work activities and prioritizes tasks. Works independently or as a team member to meet defined work plans and objectives and recommendations. Detailed procedures cover the majority of the work. Expected to make decisions based on organizational policy and/or precedent, occasionally expected to handle different and specialized situations in functional area. Initiates summonses, work orders, nuisance hearings, tax liens.

Financial Accountability:

Determines and administers administrative fees. Supplying pertinent documentation for tax liens to be processed

Working Environment / Qualifications

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed outdoors in all weather conditions and moderate to loud noise levels, and in an office environment with low to moderate noise levels. Frequently performs work near moving mechanical parts, and occasionally wet humid conditions, high precarious places, extreme cold or extreme heat. Physical effort and activities include: Frequent driving of a City-owned or personal motor vehicle to perform site inspections and investigations, ability to constantly talk, hear, taste or smell odors, use hands and fingers to manipulate objects, and frequently stand, walk, sit and reach with hands and arms. Occasionally required to climb or balance and stoop, kneel, crouch or crawl. Visual acuity is required to operate a motor vehicle and make general observations and inspections. Physical agility to engage in defensive tactics and and/or CEW deployments. Occasionally handles objects weighing up to 50 pounds, and up to 10 pounds frequently. This position may be required to work shifts, evenings, holidays and/or on-call hours.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

High school diploma or GED and two (2) years of experience in code enforcement or law enforcement. Customer service experience in a high pressure work environment required. Current Code Enforcement Certification, CEW (conducted electrical weapon) certification and defensive tactics certification or the ability to obtain these certifications within one (1) year of hire. Must have a valid driver license.

Preferred Qualifications:

Associates Degree preferred.

Full Time Employee Benefits

All benefited new employees hired after January 1, 2023 will receive a bank of 40 hours of New Hire Leave that can be used at any time. Part time benefited hires will receive a prorated amount based on the number of hours worked.
