Under direction, performs code compliance activities for the City including identifying violations of the City Code pertaining to signs, noise, weeds, junk, parking, graffiti, vehicles, zoning and other nuisances.

Patrols streets in a City vehicle to identify violations of the City Code  and issue notices pertaining to junk, weeds, unlawful vehicles, abandoned vehicles, trailers, RV's, graffiti, signs, noise, zoning, planning and other nuisances.

Notifies property owners or involved parties of violations and corrective actions needed.  Documents situations and actions taken by issuing warning notices.  Writes reports, takes and downloads digital photographs, and sends certified notices regarding corrective orders; follows up on cases.  Documents situations and actions in computer database.

Issues notices for unlicensed or abandoned vehicles or trailers; researches ownership listings; applies disabling "boots" to vehicles; and impounds vehicles and trailers.

Researches property ownership using maps, computer records and assessor's office records.  Takes measurements; calculates areas. Coordinates and conducts abatement activities; posts signs.

Prepares and obtains search warrants; serves summonses.   Prepares evidence.  Testifies in court and in administrative hearings.   May act as a liaison with Thornton Police Department.

Communicates City policies and ordinances and responds to citizen inquiries and requests for code compliance services; provides clarification of applicable ordinances and may refer citizens to appropriate agency.

Uses chemicals, paint, and power washer to remove graffiti from buildings and property; may install surface protectant on property or buildings.

Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. 

Responds to Homeless encampments to address violations of City code pertaining to health and safety. Conduct abatement of camps to ensure safety of individuals and community.

Coordinates with other City departments to address community concerns. 

Acts as a liaison between residents and other City departments for services and actions. 

Performs routine preventive maintenance on vehicle.

May be tasked with regulating, licensing, and permitting Short-term rentals (STR's) throughout the city.  

May attend City Council meetings and other community events. Attend Police Department community meetings to represent Code Compliance and answer resident questions and concerns. 

May be required to work overtime.

May work a varying schedule and/or shift.

Performs other duties as assigned.

Education/Experience:

High school diploma or GED; three years of customer service experience, preferably in inspections or enforcement; municipal experience preferred. Experience in graffiti removal, power washing and the safe use of chemicals and chemical agents preferred. Ability to communicate in Spanish preferred. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

Valid Colorado driver's license with safe driving record.

Knowledge , Skills, and Abilities:

Knowledge of the City of Thornton Municipal Code.

Knowledge of the policies, procedures and goals of the City of Thornton and the department.

Knowledge of code enforcement principles, methods, techniques, and practices such as patrol, violation identification, property research, issuing notices and orders, abatement measures, routine court procedures, community relations, and report preparation.

Knowledge of the boundaries, streets, neighborhoods, and business areas of the city of Thornton

Knowledge of methods, techniques, tools, and equipment used in performing graffiti removal.

Knowledge of basic mathematics.

Knowledge of chemicals used and their safety.

Skill in working independently in assigned district to identify code violations and taking necessary action.

Skill in preparing accurate reports and documentation of activities and cases.

Skill in utilizing equipment, including vehicles and tools such as hammers, ladders, measuring devices, and power washers.

Skill in communicating effectively on a two-way radio and cellular telephone.

Skill in the safe and lawful operation of all required equipment.

Ability to issue appropriate notices.

Ability to testify in court in a professional manner.

Ability to effectively patrol neighborhoods.

Ability to use standard office equipment, computer equipment and accurately use software including word processing, data base management, spreadsheet applications and electronic mail.

Ability to operate a digital camera, body camera and download photos into a computer system.

Ability to handle chemicals and paints in an appropriate manner.

Ability to operate and maintain graffiti removal equipment.

Ability to read, interpret, understand, comply and communicate municipal ordinances, regulations, standards, and laws and to exercise quality judgment.

Ability to listen well and communicate effectively orally and in writing with various audiences in English.

Ability to enforce ordinances fairly, firmly, and impartially.

Ability to establish and maintain effective working relationships with City employees, law enforcement agencies, municipal court, and the general public.

Ability to work primarily outdoors in varying weather conditions, exposed to dust, fumes, noise, chemical agents and strong odors, etc.

Physical and Mental Requirements:

While performing the essential duties of this job, the employee is required to balance, crouch, reach, stand, walk, finger, grasp, feel, talk, hear, and make repetitive motions. This positions is mostly: light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The employee is required to have visual acuity to operate motor vehicles and/or heavy equipment. The employee is subject to environmental conditions, both inside and outside conditions, noise, and hazards. 

Examinations may include but are not limited to application screening beyond minimum qualifications; written, oral, practical exercise or any combination thereof or other job related assessment deemed appropriate by Human Resources.
