Position Summary

This position is a member of the Palm Springs Special Programs and Compliance Department and enforces City zoning and health and safety codes, ordinances, regulations, and restrictions; performs zoning and health and safety inspections, issues citations and notices as appropriate, and performs a variety of tasks relative to assigned areas of responsibility.

Candidates for this position must be able to work nights, weekends and holidays.

Examples of Essential and General Responsibilities

Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Enforce compliance with applicable zoning and/or health and safety ordinances and municipal codes; conduct field inspections and investigate violations of ordinances and codes; meet with violators; negotiate resolution or issue citations.

  • Assist the public in obtaining and interpreting zoning and/or health and safety information; explain possible remedies to issues relative to assigned area.

  • Receive and investigate complaints concerning code enforcement; meet with parties regarding alleged violations; recommend actions for correction of violations.

  • Inspect facilities after code revisions to ensure that proper work is completed; prepare bids and notices to proceed for contracted work.

  • Review plans and license applications submitted for ordinance compliance, accuracy, and completeness; issue permits within established guidelines.

  • Perform vehicle abatement duties and activities; remove vehicles from private property; complete required paperwork.

  • Prepare statistical and photographic reports to resolve code enforcement issues; file cases of zoning and/or other applicable ordinance and municipal code violations.

  • Enforce sign ordinances; abate illegal signs in the right-of-way; assist in the issuance of sign permits.

  • Patrol City to inspect for potential hazards, nuisances and code violations; determine if dilapidated buildings are inadequate for habitation.

  • Prepare cases for referral to the City attorney; attend attorney office hearings; prepare statistical and photographic reports for cases; provide testimony as a witness or representative of the City.

  • Establish effective relationships with business owners, planners, building inspectors and other City officials; discuss zoning violations.

  • Participate in a variety of special projects as assigned.

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of code enforcement and investigations.

  • Perform related duties and responsibilities as required.

Minimum and Preferred Requirements

Minimum requirements must be clearly demonstrated on the application to be considered, however, meeting the minimum requirements does not guarantee an invitation to compete further in the selection process. Experience requirements must be demonstrated in the "Work Experience" section of the application, other sections of the application will not be used to determine experience qualifications. (One year of work experience is the equivalent of 12 months of full-time work. "Full-time work" means at least 36 hours of work over a period of one week or 1,872 hours of work over a period of at least 12 months.) Qualifications noted as "desirable" or "preferred" are not included as part of the minimum requirements.

Experience

  • Two (2) years of increasingly responsible zoning or code enforcement experience is preferred.

  • Experience in a municipal/public agency environment is preferred.

  • Prior work experience in a code compliance environment performing incident report writing, interpretation of specifications, regulations, or technical documents, and online research is preferred.

  • Bilingual experience and education is preferred.

Training

  • High School Diploma or equivalent education is required.

  • Supplemental college level course work or training in code compliance, building construction, architecture, law enforcement, or a related field is preferred.

License or Certificates

  • Possession of, or ability to obtain, a valid California Driver License with a satisfactory driving record (a driving record may be deemed unsatisfactory for any of the following reasons: three or more moving violations or reportable accident within the last three years; conviction of driving under the influence within the last five years) is required.

  • Possession of, or ability to obtain and maintain, within the first year of employment, a California Penal Code section 832 certificate or a Peace Officer's Reserve training certificate in level one, two, or three is required.

Special Requirements

  • Must be willing and able to work various shifts and rotating schedules including nights, weekends, and holidays.

  • Incumbents are enrolled in the California Department of Motor Vehicle (DMV) Pull Notice Program. The DMV Pull Notice Program provides information on the incumbents driving record and driving record status on a periodic basis to the City.

  • Must successfully complete a pre-employment background investigation, fingerprints, physical, and drug screen.

This position works in an office and field environment; works or inspects in confined spaces; travels from site to site with exposure to inclement weather and may require maintaining physical condition necessary for lifting and carrying light to moderate weight and stooping, kneeling, bending, sitting, walking or standing for prolonged periods of time.
