The City of Oxnard's Community Development Department is seeking a Code Compliance Inspector with strong technical and customer service skills to be part of the Community Development team. This individual must be comfortable applying technical knowledge while following proper inspection techniques. The ideal candidate will have the ability to inspect and identify code and ordinance violations and determine the most effective method of alleviating violations, and must be able to effectively communicate verbally and in writing. This person is able to investigate and resolve problems diplomatically and calmly, while thriving in a fast-paced environment. This person will be detail-oriented and able to work with accuracy and careful attention to detail. This position will be responsible for providing code enforcement relating to public health, nuisance abatement, code enforcement activities and related municipal enforcement activities.

WHAT YOU'LL DO:

  • Use good interpersonal skills to obtain public cooperation and compliance with code and ordinance violations.

  • Conduct routine field inspections to determine violations of applicable City Codes.

  • Help deliver on the City Council's mission for clean, safe, prosperous and attractive neighborhoods by recommending and/or taking appropriate action including issuing warning notices and administrative citations where code violations are present.

  • Engage with and inform community members about code compliance guidelines, standards, laws and regulation.

Payroll/Classification Title: Code Compliance Inspector

CLASSIFICATION SUMMARY:

This class is the second level in an eight-level Inspections Series devoted to providing inspection of new construction, land and site development, existing buildings and property, infrastructure, capital improvement projects and electrical, plumbing, HVAC and related building systems as well as enforcement of property and licensing codes and regulations. Incumbents provide technical and investigatory work in the enforcement of municipal, state and federal codes including responding to complaints, conducting site visits and conducting abatements. As assigned work may include responding to complaints, driving to investigate potential violations; conducting site visits; gathering, compiling and maintaining evidence through written, photographic and electronic records; and performing data entry.

DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Permit Technician in that in performs investigations and technical work related to the enforcement of and compliance with municipal, state and federal codes.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

WORK SCHEDULE: The normal work week is Monday-Thursday, 8:00am

  • 6:00pm, and alternating Fridays, 8:00am

  • 5:00pm. This position will be required to be available to work on weekend days and/or additional hours as needed to respond to workload needs. This position is eligible for overtime pay.

Essential Functions

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Performs inspections and investigations to determine compliance with and provide enforcement of applicable codes and regulations; responds to complaints and concerns and conducts site visits; determines existence of violations, addresses issues and required remedies.

  • Reviews and interprets plans, technical drawings, zoning regulations and/or codes to determine specific violations; provides technical advice and information related to maintaining compliance.

  • Prepares and serves notices of violations, abatement orders, citations and/or stop work orders; gathers, enters data, logs and maintains detailed activity records; presents evidence.

  • Works with other departments, staff members and external agencies to identify and remedy issues and violations; provides training and orientation to entry level staff related to assignment area.

  • Attends neighborhood and community meetings and provides the public with information related to code interpretation, processes/procedures, remediation actions, and/or violation trends.

  • Conducts property abatements to remedy nuisance and life/safety violations, as required.

  • Preparing and serving notices of violation, abatement orders, civil and criminal citations and stop work orders;

  • Assisting with training newly hired inspectors;

  • Conducting property abatements to address nuisance and life-safety violations;

  • Attending neighborhood meetings and providing information about codes and their enforcement;

  • Reviewing and interpreting building and landscape plans, technical drawings, zoning regulations and business license codes;

  • Providing support to other City departments and staff related to violations and remediation.

  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications

EDUCATION:

High School Diploma or GED.

EXPERIENCE:

Three (3) years of code compliance or related experience.

LICENSING/CERTIFICATIONS:

Valid California Class C Driver's License with a satisfactory driving record.

OTHER REQUIREMENTS:

  • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.

Retirement Contributions:

New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation Time:

Full time employees accrue vacation time at a rate of 4.08 - 7.77 hours per pay period based on years of service.

Sick Time:

Full time employees accrue sick time at a rate of 3.70 hours per pay period.

Bilingual Pay:

A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.

Educational Incentive:

For positions that do not require a Bachelor's Degree, the City offers an educational incentive award of 2.5% for employees that complete 30 work-related college semester units above the minimum education requirements for the position.

Health and Dental:

Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One

  • For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two

  • For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Life Insurance:

City employees receive Basic Life Coverage and have the option to purchase additional insurance.

Deferred Compensation:

The City contributes 1% to a deferred compensation program.

Tuition Reimbursement:

Full-time employees receive reimbursement of educational expenses including the costs of tuition, registration fees, laboratory fees, and books at a rate of 50% for work related coursework up to a maximum of $500 per fiscal year.

Holidays:

The City observes 12 holidays per year
