Job Duties

The Virginia Department of Environmental Quality is seeking a qualified candidate to serve as a member of the Office of Ecology team responsible for managing and analyzing PFAS and associated water quality data using advanced statistical and geospatial techniques with computer programming. This position assists with the Department's responsibilities under Virginia Codes 62.1-44.34:29 and 62.1-44.34:33 by coordinating the transfer and reporting of certain PFAS data with the Virginia Department of Health (VDH), data and information generated by other outside entities as well as data generated by the Department.

Manages the development of water quality monitoring data analytic tools, applications, templates and other related information projects as needed. Develops water quality analysis and reporting tools for use by other staff. Compiles and inventories potential PFAS sources from available local, state and federal data.

Assists with PFAS field monitoring if/as needed. Presents data in a manner which facilitates data comprehension by technical and non-technical audiences. Reviews technical documents for consistency with regulatory requirements, PFAS analytical methods, and sound science. Works independently yet interacts effectively as a team member.

Minimum Qualifications

  • Knowledge of environmental science and policy, biology, water quality standards/criteria, aquatic ecology of freshwater and estuarine systems.

  • Knowledge of and experience with of data analytics, statistics, database management, GIS.

  • Experience with one or more of the following: Rstudio (preferred), R Shiny, Tableau, ESRI Products, SQL or other related programming language(s), and Microsoft Access.

  • Experience working with large datasets including QA/QC, analysis, and developing data visualization products.

  • Experience working with or ability to learn of PFAS sampling and analytical methodologies.

  • Ability to work as a team member and maintain good working relationships with the agency's monitoring and assessment team along with other federal, state and local water quality programs.

  • Ability to express ideas and concepts clearly and concisely, both orally and in writing.

  • Ability to effectively manage multiple projects and/or program needs with competing timelines.

Additional Considerations

Education, experience or training in environmental sciences and policy, aquatic ecology, biology, natural sciences, environmental engineering, or related field which provides an advanced understanding of the knowledge, skills and competencies for the position. Experience in water quality monitoring data management. Experience managing data with monitoring programs having a large database, requiring statistical analysis and interpretation preferred.
