Job Duties

The Department of Environmental Quality (DEQ) Central Office (CO) is seeking a qualified candidate to perform as the Department's coordinator for the new PFAS requirement for VPDES permit holders and facilities in the industrial pretreatment program, and to assist with the Department's responsibilities in Virginia Codes 62.1-44.34:29 and 62.1-44.34:33. More specifically, coordinating with the Virginia Department of Health (VDH) when receiving reports of PFAS Maximum Contaminant Level (MCL) violations; reviewing MCL violation monitoring reports from VDH and facilities that self-report; coordinate the violation reports with PFAS Planners to develop and implement a plan to prioritize and conduct PFAS assessments; forwarding these reports and assessments to the affected publicly owned water treatment works; reviewing quarterly monitoring reports from facilities that have a PFAS MCL violation(s); coordinating with the PFAS planners and the PFAS Expert Advisory Committee at least twice a year; and helping other Department staff with the yearly report to the Govenor and General Assembly on the Department's activities related to PFAS assessments, self-reporting process, discharge monitoring process, and the activities of the advisory committee. Additionally, to act with a VPDES permit writing capacity to review permit applications and permit related operation-design submittals for applicability and completeness and to develop and write enforceable permits for issuance in a timely manner, which are technically and procedurally accurate in accordance with applicable laws, regulations, written guidance, and procedures; to provide recommendations and support for approval of plans, specifications and other value engineering documents, and to provide technical support for permit related compliance and enforcement actions by working with clients to resolve issues efficiently, openly, fairly and consistently.

Minimum Qualifications

  • Knowledge of environmental engineering principles and practices, and water pollution control practices, gained through education and/or work experience.

  • Knowledge of federal and state water quality criteria and wastewater control laws and regulations.

  • Knowledge and understanding of the new PFAS (per- and polyfluoroalkyl substances) regulations, laws, sampling methods.

  • Knowledge, skills and abilities to collaboratively work in a team environment.

  • Knowledge, skills and abilities in project management.

  • Ability to communicate and negotiate effectively, both orally and in writing.

  • Ability to read, interpret and properly apply complex policies, guidelines and regulations.

  • Ability to read and evaluate emerging contaminant monitoring reports, applications, engineering analyses, permits, and related correspondence.

Additional Considerations

Experience in permit writing or PFAS investigations, management, monitoring and/or equivalent experience..
