Job Duties

The Virginia Department of Environmental Quality, Office of Information Technology is seeking a qualified candidate to provide oversight of IT technical resources for the operation, maintenance, and development of enterprise applications. Plans, organizes and monitors the activities of a highly skilled technical staff, and collaborates with DEQ business process owners to assess the current IT environment capabilities and challenges, prioritize and plan future IT initiatives, and translate service requests into project plans and technical requirements that align with the DEQ IT Strategic Plan.

Develops and executes the implementation of the operations plan to ensure the DEQ Technology Vision is achieved. Collaborates with the OIS and Security management team members to align the goals, workload, and resources across OIS in order to meet individual project plans and the broader IT Strategic Plan objectives

Minimum Qualifications

Demonstrated experience in IT Strategic Planning and policies and procedures related to the development and integration of information technology applications and systems.

Demonstrated experience successfully managing and balancing risk, allocating resources, and prioritizing work.

Demonstrated solid management skills including successfully developing and motivating professional staff and teams

Experience managing IT procurements and contract negotiation and administration.

Experience with resource management; demonstrated ability to plan, organize, coordinate, assign, and schedule work of multiple project teams simultaneously.

Considerable demonstrated knowledge of systems analysis, design techniques, database design, project management concepts, and commonly used core technologies such as Java, .NET, Oracle, and SQL.

Demonstrated ability to effectively communicate both verbally and in writing to all levels of staff and management.

Demonstrated knowledge of DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, communicates proficiently, and applies technical skills.

Additional Considerations

Knowledge of DEQ systems/applications and DEQ IT strategic plan.
