Position Summary & Responsibilities
Position Summary:
This position is responsible for oversight and coordination of all case management in the living units; risk reduction and reentry programs and services; for delivering cognitive behavioral services; and for ensuring all reentry programs and services are evidence-based and delivered effectively. This position also works closely with unit team and programs to assist the Classification Administrator in ensuring that program slots are maximized, and that offenders of all risk levels have access to risk reduction and recidivism-reducing classes, services, and interventions, using good time as an incentive for successful completions.
Job Responsibilities may include but are not limited to the following:
Supervises designated Unit Team Managers to ensure that all case management, classification and reentry functions are coordinated to the benefit of the resident and to create an environment and plan for success. Works with the Classification Administrator to ensure that all risk reduction work is coordinated with custody and classification work, so they are well balanced, and for consistent decisions regarding the case. Establish methods and strategies to work the cases and respond to behavior in a manner that is cohesive and impactful for more positive behavior and outcomes. Set a course for comprehensive case management/planning that addresses containment, classification, custody, programming, reentry readiness, residence planning, education and employment planning, and risk reduction.
Supervises designated Program Specialists to establish and monitor for fidelity evidence-based programming for offenders of all risk levels. Work with unit team to ensure timely and appropriate referrals are submitted. Work with Programs Manager and Program Providers to ensure groups are formed and programs are delivered per approved KDOC curricula for Core-Adult, Substance Use-Adult, parenting/family, career readiness, and various low risk programs and strategies. Work closely with unit team, and program providers of all kinds (including KDOC, contract, volunteer, community), to assist in ensuring offenders of all risk levels have access to and successfully complete recidivism reducing classes and services, using good time as an incentive. Ensure programs are properly filled, properly run, using core correctional practices, and have fidelity reviews, feedback and coaching. Ensure proper follow up is done to record progress, conduct one-on-one interactions with offenders, and that information is provided to transition offenders to Advanced Practice and into the community.
programs/classes, offenders who are potential work release candidates, offenders who require Sex Offender Program (SOP), offenders who are potential candidates for house arrest, and otherwise, to ensure these offenders are receiving timely recidivism-reducing services and classes. Provide coaching to unit team on case management strategies that maximize use of good time as an incentive. Track data and reports as needed with the Classification Administrator to ensure all of these issues are monitored for best outcomes. Recommend case plans and movements to ensure sex offenders get timely treatment so they may be eligible for work release. Identify barriers to offenders being work release ready, and work with unit team to devise plans to address those barriers.
Risk Reduction Services: Establish a method for identifying moderate-to-high risk offenders who need risk reduction services; work with unit team, mental health, and program staff to ensure those services are delivered timely; monitor the risk reduction services to ensure they are evidence-based; identify gaps in services and develop a plan for filling those gaps; track the classes taught and services rendered to quantify them; ensure FPER codes are entered correctly as to all services; ensure fidelity of all classes/services. These services include high-dose classes (pre-release, substance abuse programs, parenting, etc.), and moderate (Core-Adult) and low-dose services (Career Readiness, case planning, volunteer-led activities, mentoring, etc.). Coordinate this work with all relevant participants, including mentors, volunteers, chaplain, unit team, program facilitators of every kind, mental health providers, and otherwise, to ensure the maximum number of classes and services are available, brokering co-facilitators from any source, and; ensuring that offenders enter and successfully complete classes as often as possible. Work with unit team staff, coaching and monitoring, to ensure they are developing succinct case plans that take into consideration the time offenders have to serve, their programmatic needs, their readiness for change, and their pro-social supports/contacts, to ensure the offenders are ready to receive and receive recidivism-reducing services in a timely manner.
Oversees all release and discharge planning, ensuring that person has the support and information necessary to coordinate release planning with recidivism-reducing services; assist the discharge planner in identifying resource needs and devising a plan to address those needs, to include networking and developing community contacts and resources; ensure residence plans are developed as comprehensively as possible; ensure multi-discipline staffing of cases occurs as necessary to support the release plan; ensure early, productive pre-release contact occurs with parole; ensure discharge planner is fully trained in all relevant release planning policies, practices, and effective strategies; monitor no-plans to keep them at a minimum, taking necessary action steps to resolve no-plans; do quality checks to ensure release plans are properly completed.

Qualifications
Minimum Qualifications:
Bachelor's degree with major coursework in criminal justice, the social sciences, or the behavioral sciences, and two years experience working with offenders in corrections, parole, or law enforcement.
Agency accepted substitution: Two year degree with major coursework in criminal justice, the social sciences, or behavioral sciences, and five years experience working with offenders in corrections, parole or law enforcement may be substituted.
Preferred Qualifications:
Preference will be given to those applicants with knowledge of principles of reentry management and risk reduction, strong organizational skills, interpersonal communication, and problem-solving skills.
Ability to boundary-span between areas of operation and good process coordination skills.
Applicant will be able to interact with co-workers, inmates, and outside personnel to establish and maintain effective working relationships.
Applicant selected will have strong organizational skills and function with minimal supervision and direction.
Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
