Job Description:

For the Department of Homeland Security (DHS), GDIT provides enterprise IT services for DHS's biometric identity management system (IDENT) and the Office of Biometric Identity Management (OBIM) to store, match, share, and analyze biometric and biographic data in support of DHS's strategic mission. GDIT's O&M services support break-fix of current OBIM functional capabilities, as well as security remediation activities and developmental engineering (such as prototyping new code or configurations of OBIM functionality). GDIT is looking for a Cloud Solutions expert to serve as a key contributor on this large, complex task order. As a critical member of our diverse Infrastructure team, the successful candidate will design, deploy, and perform O&M of all virtual environments, leveraging Cloud Solutions to standup and configure baseline environments. Additional responsibilities include but are not limited to:

  • Operates and maintains AWS infrastructure

  • Performs and/or supports troubleshooting, mitigation, root case analysis, and remediation of complex problems

  • Serves as an escalation path for the enterprise O&M staff for troubleshooting or inquiries

  • Researches new technologies

  • Works occasional night/weekend performing O&M activities with minimum impact to production

Required Skills / Qualifications:

  • U.S. citizenship

  • DHS HQ EOD required to start; must be able to obtain DHS HQ Final Suitability

  • Masters degree and 8+ years of related experience

  • Strong experience with cloud and virtualization concepts (e.g., vCloud Director, Amazon, OpenStack)

  • Knowledge of architecting and engineering virtual environments and solutions, to include VMware

  • Hands-on experience implementing and configuring cloud solutions

  • Strong VMware experience and advanced administration skills

Desired Skills / Qualifications:

  • Master's degree in computer engineering, computer science, information systems, or related field of study

  • 10+ yrs of directly relevant experience

  • Experience managing enterprise-scale solutions leveraging AWS Services, e.g., EC2, S3, CloudFormation, RDS, CloudFront, VPC, Route53, IAM, CloudWatch, Beanstalk, Lambda

  • Experience implementing and managing network and application performance monitoring tools, e.g., Splunk, AppDynamics, Solarwinds

  • Strong experience with cloud orchestration tools (vRealize, vCenter Orchestrator, etc.)

  • Experience managing infrastructure solutions deployed in AWS GovCloud

  • Experience integrating AWS with database administrator and DevOps teams

  • Currency in automated code scanning, automated testing, continuous integration, continuous deployment, and continuous assessment concepts and technologies

  • Experience implementing secure DevOps methodologies

  • Experience scripting in python, bash, or comparable language

  • Experience scripting against AWS CLI

  • Experience in Site Recovery Manager (SRM)

  • Experience in security hardening and STIGs for virtualization HW

  • Training/certifications - VCP (VMware Certified Professional, AWS Certification)

Praescient has extensive experience designing, developing, and integrating solutions for customers including the US Army, Special Operations Command (SOCOM), US Navy (USN), US Marine Corps (USMC), US Coast Guard (USCG), Department of Justice (DOJ), Drug Enforcement Administration (DEA), and Federal Bureau of Investigation (FBI), Immigration and Customs Enforcement (ICE), intelligence community, and local law enforcement agencies, among others. The U.S. Attorney's Office and its investigative partners encounter urgent and complex investigative needs when investigating federal crimes or prosecuting civil cases. The standard IT systems made available through EOUSA are not designed to adequately support the data analytics needed to best advance these cases. The U.S. Attorney's Office requires access to a sophisticated, user-friendly, off the shelf analytics software package easily accessible from any user's government-furnished computer, or by agency partners via the internet. The government employees will be Assistant United States Attorneys (AUSAs), paralegals, analysts, and agents. They will be supported by on-site contractors. The criminal cases requiring data analytics include nearly every area of a case in the Office; violent crime, terrorism, public corruption, cybercrime, and narcotics trafficking, just to name a few. The civil cases include data-intensive areas such as opioid diversion and mortgage fraud. The challenges faced in our cases include, but are not limited to determining the scope of criminal activity involved in the scheme and the specific intent of illegal and/or foreign organizations and senior corporate officers who intentionally violate criminal statutes, financial institution and money laundering statutes, or pose a threat to the national security, foreign policy, or the economy of the United States. As such, the U.S. Attorney's Office requires sophisticated and specialized data analytic tools and support to load, organize, assimilate, and summarize large amounts of data, both structured and unstructured, and information related to major criminal investigations of corrupt public figures, cybercriminals, violent gangs, white-collar fraudsters, opioid traffickers, other targets actively pursued by our Civil Frauds unit who are engaged in systematic frauds perpetrated upon government agencies. Praescient Analytics is in search of a Data Analytics Subject Matter Expert/Consultant to support projects related to investigations and litigation cases. The Data Analytics Subject Matter Expert/Consultant will architect analytical workflows to support a wide variety of data types from various sources through diverse channels using a combination of methods that will be researched and employed by the Data Analytics Management team. Primary Responsibilities: * Develop, maintain, and enforce streamlined and efficient processes for project lifecycles, from collection through transformation of data; and will assist the Program Manager in the finalization of client deliverables. * Provide input on best practices for the collection, documentation, vetting and onboarding of data including providing direct support to the Data Analytics Engineer team on database design, maintenance, and validation of the population of data into the appropriate analytical tools. * Provide input to the Data Analytics Solutions Analysts on best practices for data enrichment, unstructured text analysis, machine learning, and data visualizations. * Responsible for the design, maintenance, and communication of data analytics solutions to the Program in support of the customer. * In this role you will take the lead in designing and overseeing the implementation of analytical solutions that will meet the requirements of various projects using Industry best practice analytical techniques, tools, and solutions: * Corresponding with key stakeholder personnel via regular consultations with clients to elicit requirements and provide regular status updates. * Provide guidance on best practices for data analysis and modeling to understand and identify data relationships/trends/classifications/predictions. Building experience in all available analysis and visualization software. * Propose reporting solutions that best present the information to the end user. Required Qualifications: * Bachelor's Degree or equivalent * Minimum of 15 years of experience in the industry as a recognized technical expert on the subject * Must have the ability to guide and assist Analysts, Engineers, and Architects on all aspects of the Program. * Diverse experience and skills in data analysis, analytic programming languages (Python, R, Java, SAS), visualization software, database management, statistical software, and litigation support. * Significant experience in one or more of the following tools is required: Tableau Software; IBM I2/EIA; IBM Analyst Notebook; Database (SQL Server, Teradata, Oracle, PostgreSQL, MySQL); Programming and/or scripting (Python, R, Java); Natural Language Processing; Aster, Neo4j, or other graph databases; and Other analytic and visualization tools. * Experience working in AWS environments. Strong SQL experience is required. Deep understanding of database, ETL, and analytics tools and concepts. * Experience with graph database schema/ontology development, ETL, and database management.
