DEFINITION:

Plans, organizes and directs a clinical social work program comprised of at least six professional social workers for inpatients, outpatients, and their families in a County hospital, a specialized health care clinic or a managed care program. Essential Job Functions

Plans, organizes and direct all aspects of the Clinical Social Work department to ensure necessary social work services are provided to inpatients, outpatients, and their families.

Evaluates existing and future clinical social work service needs in order to develop and establish goals, objectives and standards for the provision of clinical social work services.

Directs and supervise the department, including Senior Clinical Social Workers, Clinical Social Workers, Medical Case Workers, Social Work Interns and Students, Substance Abuse Counselors, Community Health Workers, and clerical staff.

Direct and supervise subordinate staff to implement and evaluate the effectiveness of the programs, policies and procedures pertaining to the delivery of social work services to patient and their families.

Participates with hospital administration, medical administration, the utilization management department, and other clinical/professional staff of other disciplines in the formulation of programs, policies, and procedures to integrate and coordinate services.

Develop programs, policies and procedures pertaining to the delivery of social work services to patients and their families as well as those pertaining to the licensing and certification of professional social work staff.

Conduct periodic quality assurance meetings with subordinate staff to establish, document, and review quality improvement trends and to implement plans for improvement.

Represent the clinical social work services program and the hospital in community organizations and interagency meeting concerned with health care services.

Determine budgetary requirements for personnel, supplies, and equipment and prepares the necessary documents to substantiate the request. Assist in the preparation of the annual budget by drafting written recommendations and justifications for new and additional positions, supplies, and equipment.

Prepares performance evaluations of direct subordinate staff and reviews performance evaluations completed by subordinate supervisors.

Resolves grievances, disciplinary actions, and other employee relations issues.

Develop in-service training activities to increase professional knowledge and skills of staff.

Interprets social work policies, programs, and procedures to other disciplines, departments, agencies, organizations and the public.

Compile patient workload data and prepares reports to monitor level of service provided and to establish budget and revenue projections in accordance with regulatory health care agency standards.

Plans and implements, in cooperation with schools of social work, a student affiliate program for supervised field work experience.

Determines placement of the students within the facility, assigns staff to serve as preceptors for the students, and assists the preceptors in the selection of appropriate learning experiences.

Requirements

MINIMUM REQUIREMENTS:

A Master's Degree in Social Work from a graduate school accredited by the Council on Social Work Education and five (5) years of professional medical or psychiatric social work experience in a recognized social service agency, clinic, hospital, or public health agency. Two (2) years of the experience must have been in an independent or supervisory capacity at of level of the County of Los Angeles classifications of Senior Clinical Social Worker* or Psychiatric Social Worker ll.

LICENSE:

A valid and active license as a Licensed Clinical Social Worker issued by the California Board of Behavioral Sciences.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

License/Certificate Information:

PHYSICAL CLASS II:

SPECIAL REQUIREMENT INFORMATION:

  • Experience at the level of Senior Clinical Social Worker in the County of Los Angeles is defined as: Provides professional work services to patients and families presenting difficult and complex medical and related psycho-social problems; or, in addition to providing direct patient services, has responsibility for the social work activities of a small social work unit in a community ambulatory care setting.

Experience at the level of Psychiatric Social Worker II in the County of Los Angeles is define as: Performs a wide variety of professional social work services in connection with the treatment of clients in need of mental health services.

The required license and/or certificate must be current and unrestricted; conditional, provisional, probationary license and/or certificate will not be accepted.

EXAMINATION CONTENT:

This examination will consist of an evaluation of experience based upon application information weighted 100%.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the Eligible Register.

ELIGIBILITY INFORMATION:

Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing grade on the examination will be added on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

No person may compete in this examination more than once every twelve (12) months.

As a unit supervisor in a large County hospital: * Has immediate responsibility for planning, organizing, assigning and evaluating the work of professional social work and support staff assigned to the unit. * Provides clinical hours and supervision for non-licensed staff as required by the Board of Behavioral Sciences (BBS). * Interprets County, State and Federal regulations and the hospital and clinical social work policies, program standards and procedures for staff and instructs staff regarding social work techniques, community resources, and interagency services. * Participates in the formulation of and changes in clinical social work programs, policies and procedures by assessing the effectiveness of clinical social work services within the assigned unit. * Plans and conducts unit orientation and continuing staff development program and participates in the orientation programs of other disciplines. * Coordinates the activities of clinical social work services in the unit with other disciplines through interdisciplinary staff meetings, resolution of interdisciplinary procedural and personnel problems, and coordinated implementation of new services or programs.
